<br />IMarCh 19,1999 <br /> <br />City Council Members <br />City of New Brighton <br />803 5th Avenue N.W. <br />New Brighton, MN 55112 <br /> <br />Re: Highcrest Area Street Reconstruction <br /> <br />Dear Council Members: <br /> <br />WE ARE WRITING IN SUPPORT of the proposed above referenced project plan to narrow <br />16th Avenue S.W. adding sidewalks with a boulevard along the West side of the street and <br />restricting parking to the East side. <br /> <br />For many years, residents along 16th Avenue have been concerned about the speed and vol- <br />ume of traffic along our street. This issue has been brought before the council in the past and <br />various measures to calm traffic have been implemented, including painting the street, post- <br />ing speed limit signs and implementation of a neighborhood speed watch program. These <br />measures have done very little to slow traffic. We feel the current plan is a good one and we <br />lappreciate the efforts of the City Engineering Department in devising a plan that incorporates <br />the proven traffic calming techniques of street narrowing and adding landscaping on the <br />boulevard. These measures should slow traffic and will create a barrier (the boulevard) <br />between pedestrians and vehicles, making the street safer for all residents. <br /> <br />While we understand the concerns of those who are against losing parking on the West side <br />of the street, we would like to point out that there is currently very little parking on either side <br />of the street. We feel that losing parking on the West side (our side of the street) will not cre- <br />ate undo hardships on the residents. The benefits of the plan far outweigh any minor incon- <br />venience some residents feel may occur with loss of parking on one side. <br /> <br />We have taken a proactive stance on this issue. We produced the attached Fact Sheet and <br />went door-to-door talking with neighbors on 16th Avenue. There are many supporters for this <br />project, and we will present a petition signed by those in favor to the Council before the meet- <br />ing on the 23rd. <br /> <br />We urge the Council to approve the plan, including narrowing 16th Avenue S.W., restricting <br />parking to the East side of the street and adding a sidewalk with Boulevard to the West side. <br /> <br />Sinc:'91Y, ~ / /7// ~,f~~z{( <br />J;'~~/~bDC' <br /> <br />l.Joan & Dean Elwell <br />Crime Watch Block Captains <br />
