<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />February 23, 1999 <br /> <br />Page 11 <br /> <br />Council Business. continued <br /> <br />Teague presented a zoning ordinance amendment to Chapter 5 of the Zoning Ordinance <br />to establish automotive service, service stations, service garages, and convenience gas <br />establishment as uses allowed by Special Permit. Given the increase in site plan reviews <br />for this type of upgrade, Council authorized staff to prepare an ordinance amendment to <br />regulate these uses under a SUP rather than a Permitted Use. By requiring a SUP, the <br />City will be in a better position to regulate these operations by placing specific conditions <br />such as landscaping, noise, lighting, outside storage, and access. <br /> <br />Motion by Gunderman, seconded by Samuelson, to WAIVE THE READING AND <br />ADOPT THE ORDINANCE AMENDMENT TO SECTIONS 5-220 AND 5-240 OF <br />THE NEW BRIGHTON ZONING ORDINANCE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Benke presented for consideration the 1999 City Manager Compensation Adjustment. <br />Based on Fulton's performance review and 1998 activities and successes, it is practice to <br />provide fair compensation in return for an above average performance. Council <br />recommends a base 3 % salary adjustment, and 4 % lump sump performance award. <br /> <br />Motion by Gunderman, seconded by Samuelson, to APPROVE THE 1999 <br />COMPENSATION ADJUSTMENT FOR CITY MANAGER MATTHEW FULTON. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Announcements and Updates <br /> <br />The New Brighton/Mounds View Rotary Club will celebrate its 20-year anniversary. <br /> <br />Due to the School District referendum, the May 25 Council Meeting will need to be <br />rescheduled to allow for the use of the Chambers during the election. <br /> <br />Motion by Gunderman, seconded by Samuelson, to RESCHEDULE THE MAY 25, <br />1999, COUNCIL MEETING TO MAY 24, 1999. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Adjournment <br /> <br />Motion by Hoffman, seconded by Samuelson to ADJOURN THE MEETING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Meeting was adjournedat 11:05 p.m. <br /> <br /> <br />ATTEST: <br /> <br /> <br />Margaret A.
