<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />February 23, 1999 <br /> <br />Page 4 <br /> <br />Council Business <br /> <br />Teague presented a request by Kolstad for SUP and site plan review to construct a <br />29,171 sq. ft. trailer facility at 600 Lakeview Point. The property is zoned 1-1, Light <br />Industrial, and Council may permit any use in an industrial district by means of a SUP if <br />that use meets identified standards. <br /> <br />Teague explained that the intent of the 1-1 is to encourage industrial users to provide <br />aesthetically pleasing site appearance, contain processing within buildings, <br />complimentary usage to surrounding properties, and reasonable amounts of truck traffic. <br />Section 6-120 states to establish an industrial district for industries that manufacture or <br />process products from large bulk material, outside storage of large equipment, outside <br />processing or assembly, and large product transport. The types of manufacturing <br />allowed in the 1-2 are typically large scale items such as aircraft, trucks, trailer, and <br />prefabricated houses. Therefore, it is the Planning Commission and staff opinion that <br />the proposed Kolstad uses should not be allowed within the I-I District. <br /> <br />Samuelson noted Kolstad intents to lease a portion of the facility, and asked the type of <br />operation and if there are other areas within New Brighton appropriate for this use. <br />Teague confirmed there are other 1-2 locations available within the City for this use. <br /> <br />Berndt said the fabrication process relates to special orders and the majority of the work <br />involves maintenance. Nothing will be stored on site, repairs would be performed inside <br />the facility, and traffic generated would be less than previous tenants. <br /> <br />Benke asked the nature of activity for the remaining 80,000 sq. ft. not utilized by <br />Kolstad. Bob Crosson, applicant, said the remaining footage would be leased for <br />warehouse space, and the tenant would be required to receive Council approval. <br /> <br />Hoffman asked the volume of work and turnaround time. Crosson estimates 30-40 <br />vehicles would be repaired daily with turnaround between a few hours to several days. <br /> <br />Samuelson requested clarification of the parking arrangements. Crosson said the <br />parking stalls would be available for trailers, but it is not anticipated that parking would <br />reach capacity. Teague explained that Kolstad is required to provide 50 stalls for the <br />leased portion. Crosson envisions the leaser as a high profile company which would <br />utilize the technology enhanced warehousing system. <br /> <br />John Allen, Lakeview Business Campus owner, does not support the SUP and noted <br />reservations regarding Kolstad's usage, truck traffic, and warehouse tenants. <br /> <br />Motion by Larson, seconded by Samuelson, to WAIVE THE READING AND ADOPT <br />THE RESOLUTION DENYING SP-211, DUE TO THE FACT THAT PORTIONS <br />OF THE PROPOSED USE ARE NOT ALLOWED WITHIN THE 1-1 DISTRICT, <br />DOES NOT MEET THE INTENT OF THE 1-1, LIGHT INDUSTRIAL ZONING <br />DISTRICT, CLOSELY RESEMBLES USES ONLY ALLOWED WITHIN THE 1-2, <br />HEAVY INDUSTRIAL DISTRICT, AND DOES NOT MEET THE STANDARDS <br />OF SECTION 8-130 OF THE NEW BRIGHTON ZONING ORDINANCE <br />REGARDING SPECIAL USE PERMITS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />Kolstad SUP/Site Plan <br />Report 99-044 <br />Resolution 99-011 <br />
