<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />January 26, 1999 <br /> <br />Page 5 <br /> <br />Special Order of Business. continued <br /> <br />Dorraine Olson, Parks, Recreation, and Environmental Commissioner, gave a brief <br />overview of the Commission's activities over the past year. The Commission performed <br />analysis and made recommendations on the following projects: construction of the Silver <br />Oaks Tennis Courts, renovation of the Brightwood Hills Clubhouse, Moundsview School <br />District Athletic Field Study, development of the 1999-2001 Capital Improvement Plan, <br />Brightondale's impact upon Meadowwood Park, Jones Lake park development, recreation <br />fee analysis, Sunny Square Park playground equipment purchase, and Hansen Park <br />animal control issues. Olson thanked Council for their support and assistance to the <br />Commission. Council thanked the Commissioners for their diligent work. <br /> <br />Special Order of <br />Busine~s <br /> <br />Parks Commission <br />Annual Report <br /> <br />Brook Schaub, Public Safety Commission (PSC), said the PSC spent this past year PSC Annual Report <br />involved in promotional testing, drafting of Tobacco and Noise Ordinances, human rights <br />complaints, juvenile issues, fire insurance rates, Neighborhood Crime Watch Program, <br />Citizens Police Academy, Neighborhood Grid Meetings, and traffic calming methods. <br />The PSC is very appreciative of the work performed by the Police Department especially <br />during recent personnel shortages. Larson said the Commissioners are very dedicated <br />and hard working group. Gunderman thanked Schaub for his involvement in the Internet <br />Safety Program which protects children while on-line. Benke agreed this is a committed <br />group, and noted the need for continued communications with residents. <br /> <br />Benke recommended the Economic Development Commission (EDC) appointments be <br />deferred to later in the meeting. <br /> <br />Motion by Hoffman, seconded by Samuelson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION APPOINTING JOHN KAUFHOLD TO A THREE- <br />YEAR TERM EXPIRING 1/31/02 TO THE CIVIL SERVICE COMMISSION. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Civil Service <br />Commission Appts. <br />Report 99-012 <br />Resolution 99-006 <br /> <br />State Representative Barb Haake noted enthusiasm in representing New Brighton, and the Barb Haake <br />public is welcomed to contact her at 651/296-0141. She introduced a bill which pertains <br />to a tax forfeited parcel at 18th St. and Long Lake Rd. which has potential to be used for <br />storm water retention. She will keep the City updated on the result of this bill. <br /> <br />Consent A~enda Consent Agenda <br /> <br />Motion by Gunderman, seconded by Hoffman, to APPROVE THE CONSENT <br />AGENDA ITEMS AS FOLLOWS: <br /> <br />1. <br /> <br />CONSOLIDATED VOUCHERS: 081929-082221 FOR A GRAND TOTAL <br />OF $448,833.67. <br /> <br />2. <br /> <br />CONSIDERATION OF APPROVAL TO AUTHORIZE THE CITY <br />MANAGER AND THE NEW BRIGHTON POLICE DEPARTMENT TO <br />ENTER INTO A GRANT AGREEMENT WITH THE MN DEPARTMENT <br />OF ECONOMIC SECURITY FOR A JUVENILE ACCOUNTABILITY <br />INCENTIVE BLOCK GRANT. <br /> <br />Vouchers <br />Report 99-013 <br /> <br />Juvenile Block Grant <br />Agreement <br />Report 99-014 <br />
