I

I

I

Council Meeting Minutes
November 10, 1998

Page 3

Council Business. continued

The Sergeants have expressed interest in continuation of this additional premium
contribution. During the first payroll period in 1999, $300 will be placed within the
medical reimbursement accounts of the two sergeants with family health coverage. These
employees will then be reimbursed for eligible medical reimbursements occurring in
1999. Any unused proceeds at the end of 1999 will be retained by the City. The total
cost of the settlement would be $600.

Samuelson asked if these proceeds would be in pretax form. Fulton confirmed that the
monies would be in pretax form and utilized through a medical reimbursement account.

Hoffman asked if staff anticipates negotiations with other employee groups. Fulton said
both the Police and Public Works union contracts did not include such a provision, and
negotiations are underway. It appears the hot topic during negotiations will be health
insurance, but the good news is that premiums will not increase with the City's current
insurance carrier. Fulton reiterated the Council's policy of maintaining a constant
premium dollar contribution for health insurance purposes remains consistent.

Motion by Gunderman, seconded by Hoffman, to APPROV AL OF THE LANGUAGE
AS IT RELATES TO THE HEALTH INSURANCE REOPENER PROVISIONS
WITH THE TEAMSTERS PUBLIC AND LAW ENFORCEMENT EMPLOYEES
UNION LOCAL NO. 320 REGARDING 1998 HEALTH INSURANCE.

4 Ayes - 0 Nayes, Motion Carried.

Announcements and Updates

Council sang "Happy Birthday" to Gunderman.

The Ramsey County League of Local Governments will hold an elected officials
workshop on November 19.

Repair work on the 10th St. railroad crossing will occur this weekend.
