Fulton said the Community <br />Development Department is reviewing the request from a planning aspect and any <br />actions will be presented at an upcoming Planning Commission meeting. <br /> <br />Motion by Gunderman, seconded by Hoffman, to SCHEDULE A PUBLIC HEARING <br />FOR SEPTEMBER 22, 1998 AT 7:30 P.M. TO REVIEW THE WINE AND <br />BREWERS LICENSE APPLICATIONS FOR JOHN MOORE AND LAURA <br />SUBECK DBA BARLEY JOHN'S BREW PUB, 781 OLD HIGHWAY 8 SW. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Fulton presented a request to transfer an intoxicating liquor on-sale license from Tom <br />Stewart DBA Main Event to Robert M. Jacob DBA Two Jakes II. The restaurant is <br />located at 709 W. Co. Rd. D, and Jacob plans to name the restaurant "New Brighton <br />Jake's Sports Bar." A license investigation was conducted by the Police Department, <br />and nothing inappropriate was found which would preclude issuance of the license. <br /> <br />Jacob currently owns Jake's Sports Bar in Crystal, and plans to perform some <br />remodeling within the building and will provide those plans to staff next week. <br />Gunderman asked if those modifications would include changes to the parking lot. Jacob <br />is aware of previous parking issues, and will discuss any changes with staff. <br /> <br />Motion by Samuelson, seconded by Larson, to APPROVE THE TRANSFER OF AN <br />INTOXICATING LIQUOR ON-SALE LICENSE FROM TOM STEWART, DBA, <br />THE MAIN EVENT, TO TWO JAKES II, INC. CONDITIONAL UPON THE <br />LATTER PROVIDING PROOF OF LIQUOR LIABILITY INSURANCE, <br />WORKERS COMPENSATION INSURANCE, AND UPDATED FLOOR PLAN. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Benke explained that the maximum tax levy for the 1999 Annual Budget must be <br />declared by September 15. Since exact details of the budget have not yet been <br />developed, New Brighton relies on projections. The most recent version of the long <br />range plan shows a 1999 tax levy need of $3,166,000 or 7.00% above the 1998 levy. <br />The proposed maximum levy limitation for 1999 is $2,242,000; and $924,000 will be <br />taxes for debt which relate to a total proposed levy of $3,166,000. Council and staff <br />recently worked to reduce the proposed levy from 8.3 % to 7 %, and hopefully, that <br />percentage could be reduced further. <br /> <br />Finance Director Margaret Egan noted that Council will need to set a public hearing date <br />for the adoption of the 1999 Tax Levy and Annual Budget. <br /> <br />Motion by Gunderman, seconded by Hoffman, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION DECLARING THE MAXIMUM TAX LEVY FOR <br />1999; AND ESTABLISH THE PUBLIC HEARING DATE FOR PURPOSES OF <br />ADOPTING THE 1999 BUDGET FOR DECEMBER 7,1998, AT 7:30 P.M., <br />WITH A CONTINUATION DATE OF DECEMBER 14, 1998. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />Barley John's Brew <br />Pub License <br />Report 98-176 <br /> <br />Transfer of Liquor <br />License, Main Event <br />to Jake's Sports Bar <br />Report 98-177 <br /> <br />Maximum Tax Levy <br />for 1999 <br />Report 98-178 <br />Resolution 98-084 <br />
