<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />September 3, 1998 <br /> <br />Page 3 <br /> <br />Council Business. continued <br /> <br />City Engineer Les Proper presented the feasibility study for installation of streets and <br />utilities for the new Stony Lake Estates subdivision located east of Silver Lk. Rd. and <br />south of 17th St. The project cost is estimated at $135,850, and the nine lots would be <br />special assessed 100% for the cost of street, sanitary sewer, watermain, and stormsewer. <br />Those lots would also be special assessed 10% for the Stony Lake overflow. The <br />estimated special assessment rate for each lot would be $13,014. The remaining 90% or <br />$18,720 for the lake overflow would be paid from the City's Storm Water Utility Fund. <br /> <br />To expedite installation, the developer has signed a petition and waiver to eliminate the <br />need to hold the improvement and special assessment hearings. The developer wishes to <br />install the utilities and road base this fall and begin construction immediately. <br /> <br />Nearby residents, Kay Schaffer and Ron Meilahn, requested preservation of trees <br />located near the ROW between 23rd Ave. and the subdivision. Proper said it is hopeful <br />these trees will be saved with the assistance of the City Forester and developer. <br />Hoffman said Meilahn expressed positive comments of how the project is progressing. <br /> <br />Benke asked if the recent excavation work has been according to previous discussions. <br />Proper is unaware of any concerns or complaints regarding the activity. <br /> <br />Motion by Larson, seconded by Hoffman, to APPROVE THE PETITION AND <br />WAIVER AGREEMENT; AND WAIVE THE READING AND ADOPT THE <br />RESOLUTION ORDERING IMPROVEMENT PROJECT 98-8, STONY LAKE <br />EST A TES STREET AND UTILITIES, AND AUTHORIZING PREPARATION OF <br />THE PLANS AND SPECIFICATIONS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Announcements and Updates <br /> <br />Fulton announced that after the meeting, Council will meet with Ramsey County <br />representatives and residents to discuss the Rice Creek Trail along Mississippi St. <br /> <br />Adjournment <br /> <br />Motion by Larson, seconded by Hoffman, to ADJOURN THE MEETING. <br /> <br />5 Ayes-:'- 0 Nayes, Motion Carried. <br /> <br />M~eting was adjourned at 5:25 p.m. <br /> <br />R~~ <br /> <br />ATTEST: <br /> <br /> <br />Margaret A.
