I

I

I

Council Meeting Minutes
August 25, 1998

Page 5

Council Business. continued

Glen Van Wonner, SEH, said the lnnsbruck Professional Building and McDonalds
would have separate driveways, and traffic would be concentrated at the common
entrance and led directly into Minar. Outbound traffic would make a right turn and
travel out. Regarding the Planning Commission's concerns, Norwest traffic was
included in the traffic counts, U turns are prohibited, and the light system cycles should
allow for adequate turning time. Gunderman asked the number of feet between the two
separate driveways. Van Wormer believes there is about 50 ft. between the driveways.

Hoffman asked which roads do McDonalds customers generally use. Van Wormer feels
most of McDonalds customers travel southbound on Silver Lk. Rd. and turn right into
McDonalds. Hoffman asked if some customers would turn right at lnnsbruck Dr. and
then enter McDonalds. Van Wormer feels due to the lack of turn lanes on lnnsbruck
Dr., 80 % of McDonalds customers would use the McOonalds entrance.

Benke asked if the study included the frontage road and 27th Ave. traffic. Van Wormer
estimated the highest traffic volumes impact morning hours and east bound lnnsbruck
Dr. Van Wormer concluded the capacity could work, but suggested striping the
westbound left turn lane.

Larson has heard resident complaints regarding employee and transport parking on
Service Dr. He suggested banning parking on one side of Service Dr. to eliminate this
problem being that Minar will install additional on-site parking stalls.

Samuelson noted concern of left turns creating congestion along lnnsbruck Dr. Van
Wormer said there is technology to change signal sequencing to cleanse the intersection
after each cycle. City Engineer Les Proper's concerns have been addressed in the study.

Suzanne Wright, 2633 N. Innsbruck, noted the continual stacking of vehicles in the left
lane of lnnsbruck Dr., and shares this concern with other lnnsbruck building employees.

Samuelson asked if it is possible to install a left turn lane on lnnsbruck Or. to prevent
stacking. Proper believes lnnsbruck Dr. could accommodate striping and a turn pocket.

Benke questioned if there is space to add road width on the south side of McDonalds.
Proper said the ROW is very wide, and additional narrowing would affect the sidewalk
and boulevard areas typically used for snow storage. Van Wormer said one option is to
move the center line to the west and curve it southerly to develop a turn lane.

Jim Stoverter, 1227 Pecks Woods, supports the changes to the Service Dr. entrance, and
favors widening the intersection on the north side of Innsbruck Dr. for safety reasons.

Gunderman asked if the frontage road will be closed. Benke said no proposal has been
received, however, there is question whether it would be usable after site modifications.

Wright noted concern of transport unloading on Service Dr. and 27th Ave., and feels
on-street parking should be prohibited on lnnsbruck Dr. near Norwest. Teague stated
that unloading of transports is in violation of City Code and that activity should take
place on site. Gunderman asked the procedures to control on-street parking. Teague
confirmed that on-street parking is not a code violation unless it is banned. Gunderman
questioned whether on-street parking on Service Dr. should be banned.

Council Business

Minar Special Use
Permit
Report 98-174
Resolution 98-081
Resolution 98-082
