<br />-J <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />August 25, 1998 <br /> <br />Page 6 <br /> <br />Council Business. continued <br /> <br />Tom Drews, McDonalds, believes the new configuration allows for a substantial <br />decrease in traffic volumes entering from Innsbruck Dr. Drews verified that McDonalds <br />had not performed a traffic study. The McDonalds manager also feels the site plan will <br />alleviate vehicle stacking during busy drive-thru hours. Benke agreed that the drive-thru <br />proposal allows for a more superior layout. <br /> <br />Teague said the traffic study addresses issues raised at the Planning Commission, but <br />Council may add a condition which relates to the turn lane issue. LeFevere said that <br />condition could state City Engineer satisfaction prior to building permit issuance. <br />Proper confirmed that Council wishes to ban parking on the north side of Innsbruck Dr. <br /> <br />Community Development Director Kevin Locke said the Minar and McDonalds requests <br />are intertwined. McDonalds has submitted plans to the Building Official which involve a <br />60-day construction schedule. <br /> <br />Benke said Council is reluctant to take action until the engineers can guarantee the <br />Innsbruck turn lane issue is resolved. Van Wormer cannot guarantee until further <br />research, but feels a striped westbound turn lane could be installed and parking <br />restrictions applied to the north side. Benke requested Van Wormer to perform research <br />on possible widening options such as curbing relocation. <br /> <br />Hoffman is comfortable with striping the short turn lane being that most customers enter <br />off Silver Lk. Rd. <br /> <br />Larson would support the striping if "No Parking" restrictions were installed along both <br />sides of Innsbruck Dr. from Silver Lk. Rd. to 27th Ave. Van Wormer said the parking <br />along Innsbruck Dr. appear to be oversized vehicles which the current McDonalds <br />parking lot cannot accommodate. <br /> <br />Drews said McDonalds have submitted the building permit application, and plan to close <br />the facility September 8 and begin demolition September 10. He confirmed that Ramsey <br />County approved McDonalds' Silver Lk. Rd. driveway access. <br /> <br />LeFevere said the installation of no parking signs and street striping are within the <br />powers of the Council, and these conditions could be noted in the approval. <br /> <br />Samuelson is confident staff can handle these issues to Council and resident satisfaction. <br /> <br />Bob Lewis, Minar, stated he would appreciate approval of their proposal. <br /> <br />LeFevere suggested that the Special Use Permit could state restrictions reflecting <br />designated employee and customer parking stalls shall not be used for inventory <br />purposes. Benke does not take issue with how Minar uses their parking stalls provided <br />that parking does not overflow onto neighborhood streets. <br /> <br />Larson noted that residents have requested a reduction in the noise level of Minar's <br />intercom system.
