<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />July 28, 1998 <br /> <br />Page 8 <br /> <br />Council Business. continued <br /> <br />Teague presented the site plan review and special use permit to demolish and construct a <br />new club house at the Brightwood Hills Golf Course. The two-story, 4,200 sq. ft <br />structure, meets all parking and driveway setback requirements. An application will be <br />made to the Rice Creek Watershed District, and no additional landscaping is proposed at <br />this time. The Planning Commission has recommended approval. <br /> <br />Fulton said the financial strategy is to ensure revenues generated from the golf course <br />will pay for the new clubhouse. The City recently completed final payment to Ramsey <br />County for the initial property acquisition. It is the intent to utilize current cash flows as <br />a method to pay for the club house, and delaying the project will allow for additional <br />capital reserves that can be used for applying against future debt. The club house will be <br />solely supported by golf course revenues and no increases in customer fees are <br />proposed. The club house would open Spring of 2000. The building currently operates <br />within building codes, but is not energy efficient. <br /> <br />Mary Burg, Golf Course Superintendent, feels the new club house would provide a more <br />comfortable atmosphere and design for our customers. Larson added that the increased <br />parking will provide relieve to the congested parking lot. <br /> <br />Motion by Samuelson, seconded by Larson, to WAIVE THE READING AND ADOPT <br />THE RESOLUTION APPROVING SP-205, SUBJECT TO THE FOLLOWING <br />CONDITIONS: <br />1. APPROVAL OF LP-342. <br />2. APPROVAL OF A PERMIT BY RICE CREEK WATERSHED DISTRICT. <br />3. ALL OFF-STREET PARKING STALLS MUST BE STRIPED. <br />4. FOUR OFF-STREET STALLS MUST BE DESIGNATED FOR <br />HANDICAP PARKING. <br />5.
