Samuelson asked <br />if the trees buffering homes adjacent to the 16th Terr. intersection will remain. Teague <br />feels those trees would be removed because they are within the utility installation area. <br /> <br />Benke asked if the proposed 32 ft. road width of 16th Terr. could be reduced. City <br />Engineer Les Proper confirmed that the 32 ft. standard width allows for snowplowing <br />and parking. Benke would recommend the street width be reduced to 28 ft. <br /> <br />Hoffman noted the DNR recommendations for reducing stormwater runoff to Stony <br />Lake by eliminating curb and gutter and using filtration techniques. Teague said the <br />sedimentation pond, recommended by the Rice Creek Watershed District (RCWD), <br />addresses DNR concerns by filtering sediments before flowing into Stony Lake. <br /> <br />Larson asked if the large oaks on Lot 9 could survive construction activity. Teague feels <br />that guaranteeing their survival is difficult, but the 40 ft. setback ensures those trees <br />remain. Larson questioned the setback requirement being that a number of trees appear <br />to have Oak Wilt, and requested the City Forester examine those trees for disease. <br /> <br />Gunderman asked whose is responsible to ensure site debris is removed. Teague said it <br />is the landowner's responsibility to clean up after random dumping. <br /> <br />Chuck Plow, project engineer, feels the 40 ft. setback for Lot 9 is excessive and prefers <br />a setback of less than 20 ft. He. also requested a 5 ft. reduction in the front yard setback <br />for Lots 7, 8, and 9 which would locate those homes away from the wetland, slopes, and <br />sedimentation pond. Also, attempts will be made to save the very large Oak on Lot 7. <br /> <br />City Manager Matthew Fulton added to ensure setbacks relating to tree protection are <br />maintained, covenant language indicating each parcel should be filed. <br /> <br />Benke asked Teague of his thoughts regarding a 25 ft. front yard setback. Teague feels <br />there may be some merit in moving properties further away from the wetland and <br />slopes, but noted any additional variance requests require separate public hearings. <br /> <br />Ron Meilahn, 1638 - 23rd Ave., strongly encouraged the preservation of trees located <br />on Lot 9, and asked if landscaping could be 1nstalled along 16th Terr. and 23rd Ave. <br />Larson requested a condition of approval stating the City Forester's involvement. Benke <br />believes that landscaping could be installed along 16th Terr. and 23rd Ave., but <br />questioned who would provide for continual maintenance. <br /> <br />Amelia Sullivan, former property owner, said her family was deeply sadden when the <br />home was demolished and they were forced to sell the property. She feels this is a <br />beautiful piece of property and should be left in its natural habitat. <br /> <br />Kay Banister Schaffer, 1650 - 23rd Ave., thanked Council for their responsiveness. She <br />encouraged the land remain as a natural habitat, and funding may be available to <br />purchase the site, but the time frame does not allow. Three municipalities have <br />recognized the need to retain natural habitats and approved referendums to use tax <br />dollars for land acquisitions. She said there are inaccuracies in the traffic study, and <br />feels a traffic control device is needed at the 16th Terr. intersection.
