<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />June 23, 1998 <br /> <br />Page 2 <br /> <br />Consent Agenda <br /> <br />Benke moved Report 98-129, Handbill License for Edward Jones, to Council Business. <br /> <br />Motion by Gunderman, seconded by Samuelson, to APPROVE THE AMENDED <br />CONSENT AGENDA ITEMS AS FOLLOWS: <br /> <br />1. <br /> <br />CONSOLIDATED VOUCHERS: 079259-079460 FOR A GRAND TOTAL <br />OF $400,856.90. <br /> <br />2. <br /> <br />CONSIDERATION OF AUTHORIZATION FOR THE FINAL PAYMENT <br />ON THE CONTRACT FOR THE CONSTRUCTION OF THE WELL #15 <br />PUMPHOUSE, PROJECT 93-09, TO MAGNEY CONSTRUCTION INC. <br />IN THE AMOUNT OF $30,350.75, THE FINAL TOTAL AMOUNT OF <br />THE CONTRACT BEING $229,866.52. <br /> <br />4. <br /> <br />CONSIDERATION OF APPROVAL TO WAIVE THE READING AND <br />ADOPT THE ORDINANCE GRANTING A FRANCHISE TO MEDIA ONE <br />TO CONSTRUCT, OPERATE, AND MAINTAIN A CABLE <br />COMMUNICATIONS SYSTEM IN THE CITY OF NEW BRIGHTON; <br />SETTING FORTH CONDITIONS ACCOMPANYING THE GRANT OF <br />THE FRANCHISE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Public Hearing - None <br /> <br />Council Business <br /> <br />Benke explained it is City practice to invite handbill applicants to appear before Council. <br /> <br />Robert Barmore, Edward Jones, has an office near the Mounds View/New Brighton <br />border. Barmore intends to introduce himself and the services the company provides, <br />but will not conduct sales or orders at residences or businesses. <br /> <br />Motion by Larson, seconded by Samuelson, to GRANT A HANDBILL LICENSE TO <br />ROBERT BARMORE, DOING BUSINESS FOR EDWARD JONES, INC. TO <br />INTRODUCE IDMSELF AND IDS BUSINESS IN NEW BRIGHTON, BUT NOT <br />MAKE ANY SALES WHILE HANDBILLING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Finance Director Margaret Egan presented the 1997 Annual Financial and Management <br />Reports. The Finance Department prepares the Annual Report and is audited by an <br />independent certified public accountant. The auditors prepare the Management Report. <br />The Annual Report received an "unqualified opinion" which is the most desirable <br />opinion an auditor may make. The Report will be submitted for entry in the National <br />Certificate Program. <br /> <br />Benke explained that Council met beforehand to review the reports, and concurred that <br />the City is in a strong financial condition.
