<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />June 23, 1998 <br /> <br />Page 3 <br /> <br />Council Business. continued <br /> <br />Motion by Gunderman, seconded by Larson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION ACCEPTING THE 1997 ANNUAL FINANCIAL <br />AND MANAGEMENT REPORTS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Benke presented a certification of appreciation to Dianne Fiebiger, Accountant, and <br />Patty Isaacson, Senior Accounting Clerk, for their contributions to the quality and <br />content of the annual financial reports. <br /> <br />City Manager Matthew Fulton explained that a petition was received from Long Lake <br />residents requesting assistance to remove 200 geese from Long Lake and adjacent <br />private properties. During the time frame of June 15-July 20, geese can be trapped and <br />moved because adults have lost flight feathers and goslings have not yet grown theirs. <br />The removal cost would not exceed $1,000, and residents are requesting City cost <br />participation. The City does not have money budgeted for this, but if Council decided to <br />offer assistance, funds need to be allocated in the 1998 budget. <br /> <br />Larson views this issue similar to the Lake Diane Bog Removal Project which Lake <br />Diane residents provide financial resources. He prefers to see a strong financial <br />commitment from the residents living on Long Lake to absorb these costs. <br /> <br />Benke stated that Ramsey County has direct ownership of Long Lake Park and <br />questioned if the County should provide funding. Fulton believes the County is well <br />aware of the situation, but is unsure if the County has been asked to share in the cost. <br /> <br />Leon Kline, 1748 - 14th Ave., presented the petition to Council. He had heard of a <br />Metro Area goose roundup program, but found Long Lake Park was not a participant. <br />Maurie Anderson, Park and Recreation Director, then spoke to Dr. Cooper who stated <br />the removal cost would not exceed $1,000. <br /> <br />Fulton is aware of the issue's time sensitivity, and feels the City can move without <br />delay. Currently, the City addresses this issue in City parks by installing wire and <br />fencing to reduce the geese population. Kline stated the geese presence has intensified <br />this summer. <br /> <br />Benke suggested development of a long term financial strategy, and requested staff to <br />begin discussions with the homeowners and Ramsey County regarding financial <br />responsibility. <br /> <br />Motion by Larson, seconded by Samuelson, to AUTHORIZE CITY FUNDING TO <br />NOT EXCEED $1,000 AND BEGIN IMMEDIATE REMOVAL OF GEESE FROM <br />LONG LAKE AND ADJACENT PRIVATE PROPERTIES; AND DIRECT STAFF <br />TO ENTER INTO DISCUSSIONS WITH HOMEOWNERS AND RAMSEY <br />COUNTY TO DETERMINE LONG TERM STRATEGffiS TO INCLUDE <br />FINANCIAL ASSISTANCE FROM HOMEOWNERS FOR FUTURE REMOVAL. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Hotfman abstained due to her residing on Long Lake. <br /> <br />Council Business <br /> <br />1997 Annual Financial <br />Reports <br />Report 98-131 <br />Resolution 98-065 <br /> <br />Goose Round up <br />Report 98-132 <br />
