All homes within the proposed subdivision meet the City's minimum setback <br />requirements for the R~ 1, Single Family Residential zoning district. <br />6. Each new home must be constructed a minimum of2-feet above the IOO-year <br />flood plain elevation. <br />7. Grading and drainage plan be revised to include a drainage and utility easement <br />over wetland and drainage area on Lot 1, and over the Stony Lake Wetland. Said <br />plan must ensure there are no negative impacts on adjacent properties. <br />8. Said revised grading and drainage plan must also demonstrate that the existing <br />berm along Silver Lake Road be maintained. <br />9. Installation of a lake storm sewer overflow in 23rd Avenue to protect lake shore <br />properties from flooding. (Said plans are attached as an exhibit). <br />10. Each new home proposed for constructed within the subdivision must submit a <br />grading plan with their application for a building permit. Said grading plans <br />must be consistent with the overall grading plan approved as part of the Pinal <br />Plat. <br />11. The proposed cul-de-sac be named 16th Terrace Northwest, and be designated as <br />such on the Final Plat. <br /> <br />Benke asked if either the cul-de-sac's ROW or the street width could be narrowed. City <br />Engineer Les Proper explained that the width is needed to provide adequate snow <br />storage and spacing between driveway edges. <br /> <br />Benke asked the specifics of the water treatment pond. Teague explained that the pond, <br />a RCWD requirement, serves as a water filtration system to filter sediments before <br />flowing into Stony Lake. RCWD will review the permit on June 24. <br /> <br />Samuelson noted the road width changes from 60 ft. to 50 ft. when entering 16th Terr., <br />and asked if the entire width could be reduced to 50 ft. Teague confirmed that the <br />original plat contains the 60 ft. ROW. Samuelson asked if the egress road could be <br />redesigned to access Silver Lk. Rd. Teague said Ramsey County strongly recommended <br />the 23rd Ave. access for safety reasons. <br /> <br />Benke questioned whether the traffic study counts adequately reflect school year traffic. <br />Teague agreed that traffic counts may increase during the school year. <br /> <br />Samuelson noted resident concerns regarding flooding. Proper said the overflow <br />mechanism involves existing catch basins and stormsewers at the intersection of 23rd <br />Ave. and 16th St. which collect drainage and carry it to the lake. This system can be <br />used as an outlet/control structure to carry water through the pipe and control the lake's <br />elevation. Larson added that they would address resident concerns at the time of final <br />plat and grading plan approval. <br /> <br />Larson disagrees with applying restrictions to Lot 9 to retain the 30 ft. of White Oaks <br />trees. He prefers that healthy trees be saved and no set restrictions applied. Teague <br />feels the tree identification plan will assist greatly in determining which trees to retain. <br /> <br />Larry Beach, applicant, confirmed that the tree identification plan would assist in <br />determining whether Lot 9 requires any restrictions.
