<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />June 23, 1998 <br /> <br />Page 8. <br /> <br />Council Business. continued <br /> <br />Motion by Samuelson, seconded by Gunderman, to CONTINUE CONSIDERATION <br />OF PL-246 AND VN-319 PRELIMINARY PLAT AND LOT WIDTH VARIANCE <br />TO THE JULY 14, 1998 COUNCIL MEETING; AND DIRECT STAFF TO <br />INVESTIGATE ISSUES RELATING TO TREE IDENTIFICATION PLAN, <br />PRELIMINARY ENVIRONMENTAL ASSESSMENT, DRAINAGE ISSUES, AND <br />ROAD ACCESS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Community Development Director Kevin Locke presented the contract for private <br />redevelopment with SilverCrest Properties. Previously, the City approved a plan for the <br />redevelopment of the Rice Creek Shopping Center. For this project to become possible, <br />some type of financial assistance was needed. The project involves the demotion of <br />approximately 50,000 sq. ft. of the existing shopping center; construction of 97 <br />independent senior housing units (Meadow Wood Shores); and construction of 20,000 sq. <br />ft of retail space. <br /> <br />The project cost would be in excess of $10.3 million, and the estimated market value <br />would be $5.1 million. Total City assistance would be $1,200,000 and timed as follows: <br />$150,000 at completion of demolition work; $250,000 at completion of footings for <br />Meadow Wood Shores; $250,000 at completion of structure enclosure for Meadow Wood <br />Shores; and $550,000 after issuance of completion certificate for renovation of the center <br />and Meadow Wood Shores. They anticipate construction to begin no later than May 1, <br />1999, with completion no later than June 30, 2000. <br /> <br />Mike Gould, applicant, said SilverCrest has purchased the shopping center and has begun <br />working with tenants who have expressed interest to stay. He speculates that <br />construction would begin during the Spring of 1999. <br /> <br />Motion by Hoffman, seconded by Samuelson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION AUTHORIZING EXECUTION AND DELIVERY OF <br />A CONTRACT FOR PRIVATE REDEVELOPMENT BY AND BETWEEN THE <br />CITY OF NEW BRIGHTON AND SIL VERCREST PROPERTIES LLC. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Police Chief John Kelley presented the Noise Control Ordinance. The issue of noise <br />control emerged as a Public Safety Commission (PSC) issue from citizen and staff <br />complaints about exceptionally loud car radios and a lack of good noise control tools for <br />the Police. Several model ordinances were reviewed by staff and comments were made <br />on sections dealing with domestic power equipment, refuse hauling and construction <br />activities. The proposed ordinance follows closely the League of Minnesota Cities <br />model. The ordinance was reviewed by the City Prosecutor and City Attorney. <br /> <br />City Code provisions regarding noisy parties and gatherings is included in this ordinance. <br />The code prohibits against peddlers making noise with the exception of ice cream <br />vendors. The hours of operation of snowmobiles has been amended by moving the hour <br />of cessation of operation from 11 :00 p.m. to 10:00 p.m. This makes the hours of <br />operation for all recreation vehicles the same.
