CONSIDERATION OF APPROVAL TO WAIVE THE READING AND <br />ADOPT THE RESOLUTION AUTHORIZING AND DIRECTING THE <br />MAYOR AND CITY MANAGER TO APPLY FOR THE CONVEYANCE <br />OF TAX FORFEITED LANDS LOCATED AT APPROXIMATELY 1760 <br />LONG LAKE ROAD, PIN 19-30-23-11-0111-9(A), FOR STORM WATER <br />PONDING PURPOSES. <br /> <br />4 Ayes ~ 0 Nayes, Motion Carried <br /> <br />Public Hearing - None <br /> <br />Council Business <br /> <br />Park and Recreation Director Maurie Anderson presented the supplemental report for <br />construction of the Silver Oak Tennis Courts, The Parks, Recl1eation and Environmental <br />Commission reconsidered the issue on May 6, and four residents spoke in favor of <br />building two courts and one resident requested no courts built. . The Commission <br />considered two options; constructing one court now and one later, or constructing one <br />court and partially build another for short term use as an in-line skate/skateboard area. <br />The Commission's final recommendation was to install two courts. <br /> <br />Anderson verified the area would accommodate two courts if a, low retaining wall was <br />constructed. The cost to construct two courts would be $43,000-48,000 depending on <br />soil conditions. Staff found no proceeds from interest earnings to fund the project, and <br />previous documentation showed no explicit promise for number of courts, He would not <br />support constructing one court now and one later due to additi(i)llal expenses, and does <br />not feel any neighborhood park generates enough interest to s~pport two courts, <br /> <br />Benke asked if the second court's surfacing could it be used for volleyball or basketball <br />until funding is determined for the second court. Anderson said Silver Oaks Park <br />currently has a hard court basketball area, and the residents were opposed to an in-line <br />skating surface. Anderson said construction standards for tennis court surfaces are very <br />stringent and expensive, and questioned if $35,000 sufficiently covers construction of <br />one court and surfacing for a future court. <br /> <br />Hoffman asked what would happen to the remaining $10,000-15,000 budgeted for the <br />project if only one court was built. Anderson explained that the grant agreement <br />requires the City to build a second court somewhere in the City and that remaining <br />balance would be held until a location is determined. Residents near Innsbruck Park <br />have expressed interest in a court, and funding is also needed to renovate the Highview <br />Middle School courts, Larson asked if the recent renovation of the lrondale courts <br />would satisfy the grant requirements. Anderson will investigate, <br /> <br />Gunderman recalls past Park Board meetings where commitments for two courts were <br />made, and supports construction of two courts. Benke agrees previous assumptions were <br />made for two courts, but questions if two courts are warranted at this time.
