<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />May 26, 1998 <br /> <br />Page 3 <br /> <br />Council Business. continued <br /> <br />Hoffman asked if they installed a second court this year, would it eliminate or delay any <br />other park improvement projects, Anderson noted that the in-line skating area at <br />Freedom Park went over budget, but would not recommend deferring needed <br />infrastructure projects, If Council wishes to construct two courts, Anderson suggested <br />the construction be performed in 1999. <br /> <br />City Manager Matthew Fulton suggested that if Council approves construction of two <br />courts, this project should be included in the 1999 financial planning process, <br /> <br />Benke asked what would be the construction schedule if the courts were installed this <br />year. Anderson feels if the bid award was held in July, construction could be completed <br />in the Fall, Anderson noted interest in sports occurs mainly in the Spring, and <br />questioned whether the courts would be frequented this Fall. If construction began next <br />Spring, the courts would be usable by the middle of June. <br /> <br />Dave Swenson, 1693-3rd St SW, stated that previous documentation described the <br />tennis courts location at the northeast corner with acceptable access and constructed to <br />City specifications, He opposes using City funds to renovate the Highview courts, and <br />feels the agreement with Jake Cadwallader will not adequately finance the courts. <br /> <br />Larson asked if site grading could be performed this year and begin construction in the <br />Spring, Anderson feels heavy excavation work could occur this Fall, and the base, <br />overcoat, and fencing installed in the Spring, The contract would need to be written to <br />state that the final $10,000-15,000 would be collected sometime in 1999. <br /> <br />Motion by Gunderman, seconded by Larson, to DIRECT STAFF TO PREPARE <br />PLANS AND SPECIFICATIONS AND TO SOLICIT BIDS FOR TWO TENNIS <br />COURTS AT SILVER OAK PARK TO BE LOCATED NEAR OAKWOOD <br />DRIVE; AND DEVELOP A STAGED PLAN FOR CONSTRUCTION AND <br />FINANCING. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />City Planner Cary Teague presented a site plan review to remodel and add onto a <br />portion of the Rice Creek Shopping Center to provide space for Snyder Drug Store, <br />Video Update, and three retail stores, Total square footage of this area is 19,520 sq. ft <br /> <br />The applicant, G & P Properties, proposes a drive-thru prescription pick-up window on <br />the west side of the building. Customers would drive around Lowell's Auto Parts along <br />the west property line, pickup prescriptions, and continue out to Silver Lk. Rd. G & P <br />will bring forth a minor subdivision request to legally create this lot and split it off from <br />the Meadowood Shores Senior Housing Project. <br /> <br />The project is consistent with zoning and uses identified in the Comprehensive Plan and <br />Zoning Ordinance. All parking and setback standards have been met. The City <br />Forester has reviewed the landscape plan and made a few minor changes.
