<br />,I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />May 12, 1998 <br /> <br />Page 3 <br /> <br />Council Business <br /> <br />City Manager Matthew Fulton explained that tremendous wind gusts on April 12 caused <br />extensive damage to 20,350 sq, ft of the Brighton Crossroads Golf Range net area. An <br />expenditure of $13,700 is required to repair the damaged netting. To assist in this <br />expenditure, it is recommended that the price of a bucket of balls be increased by 50c to <br />generate about $6,300 in revenue. Also, the original netting is in its seventh year and <br />replacement is needed. Fulton recommends the netting replacement schedule be <br />discussed during the upcoming financial planning process. <br /> <br />Golf Course Superintendent Mary Burg said the new netting should arrive in about three <br />weeks. Benke asked if the golf range can continue operation in the meantime, Burg <br />said the golf range will remain open, but the missing net sections have required staff to <br />spend more time retrieving golf balls beyond normal boundaries. Samuelson asked if <br />the missing nets have created any disturbances. Burg said the majority of the netting to <br />be replaced is on the east side where the possibility of property damage is limited. <br /> <br />Hoffman asked if the proposed price increase would allow us to remain competitive with <br />area golf ranges. Burg said the current bucket price is competitive with other golf <br />ranges, and would not recommend an increase higher than 50c. Burg will place a sign <br />at the golf range explaining the reason for the price increase. <br /> <br />Motion by Gunderman, seconded by Larson, to AUTHORIZE EXPENDITURE OF <br />$13,700 FOR REPLACEMENT PANELS TO REPAIR DAMAGED NETTING; <br />INCREASE THE PRICE OF A BUCKET OF BALLS BY 50<: TO ASSIST IN <br />EXPENDITURE; AND DISCUSS ADDITIONAL EXPENDITURES DURING THE <br />1999 ANNUAL FINANCIAL PLANNING PROCESS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />City Engineer Les Proper presented the results of traffic studies conducted on 8th Ave. <br />NW between Old Hwy 8 and 10th St. NW. The studies were conducted to determine if <br />all-way stop signs or traffic signals were warranted at the four intersections. The Old <br />Hwy 8 and 10th St. intersections were studied by Ramsey County, and the 7th St. and <br />8th St intersections were studied by the City. Previously, "No 18 Wheeler Truck <br />Traffic" signs were installed and area trucking companies were notified of the route <br />change, Only one complaint was received regarding truck traffic after sign installation. <br /> <br />In determining warrants, the most common method of analysis is traffic accidents and <br />volumes, The accident warrant is identified as 5 or more reported accidents in a 12 <br />month period, The traffic volume warrant is 500 vehicles per hour entering the <br />intersection for 8 hours an average day with at least 200 vehicles per hour of the 500 <br />being on the minor street. <br /> <br />The 8th Ave. and Old Hwy 8 analysis found the accident records for January 1995 <br />through December 1997 indicate less than 8 accidents per year which is less than <br />required for all-way stop signs, Traffic counts taken in December 1997 indicate the <br />volume warrants for all-way stop signs is only met for 5 hours and 8 hours is the <br />requirement. Therefore, standard warrants for all-way stop signs were not met, and it is <br />recommended the existing traffic control which consists of a stop sign for south bound <br />8th Ave. at Old Hwy 8 remain unchanged, <br /> <br />Council Business <br /> <br />Replacement of <br />Driving Range Netting <br />Report 98-110 <br /> <br />8th Ave. NW Stop <br />Sign/Traffic Signal <br />Needs <br />Report 98-111 <br />
