<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />May 12, 1998 <br /> <br />Page 4 <br /> <br />Council Business. continued <br /> <br />The 8th Ave. and 8th St. analysis found accident records for January 1995 through <br />December 1997 indicate less than 2 accidents per year which is less than required for <br />all-way stop signs, Traffic counts taken in December 1997 indicate volume warrants for <br />all-way stop signs were not met for any hours of the day, Therefore, standard warrants <br />for all-way stop signs were not met, and it is recommended existing traffic control which <br />consists of stop signs for east and west bound 8th St. at 8th Ave, remain unchanged, <br /> <br />The 8th Ave. and 7th St. analysis found accident records for January 1995 through <br />December 1997 indicate less than 2 accidents per year which is less than required for <br />all-way stop signs. Therefore, standard warrants <br />for all-way stop signs were not met, and it is recommended the existing traffic control <br />which consists of stop signs for east bound 7th St. at 8th Ave, remain unchanged. <br /> <br />Gunderman asked if 18 wheel trucks will continue to be banned from this area. Proper <br />confirmed that the signs will remain and there is no proposal to allow trucks in this area. <br /> <br />Benke asked if the City would rely on Ramsey County for signal funding and when <br />would they be installed. Proper said the County felt signal installation could be <br />performed within two years. Benke asked if the City's MSA account could receive an <br />advancement to fund the signals at this time and then be reimbursed by the County. <br />Proper explained that the City's MSA account balance is already allocated to other street <br />projects, but bonding options could be considered, The County would fund 66% of the <br />signal cost, and the City would pick up the remainder. <br /> <br />Motion by Larson, seconded by Samuelson, to RECEIVE THE 8TH AVENUE NW <br />STOP SIGN/TRAFFIC SIGNAL STUDY AND REFER TO THE PUBLIC SAFETY <br />COMMISSION (PSC) FOR REVIEW AND COMMENT; DIRECT STAFF TO <br />WORK WITH RAMSEY COUNTY TO BEGIN THE PROCESS TO PROGRAM <br />AND PLAN TRAFFIC SIGNAL CONSTRUCTION AT THE INTERSECTION OF <br />8TH AVENUE NW AND 10TH STREET NW; AND INVESTIGATE FUNDING <br />OPTIONS TO ADVANCE THE TIMELINE FOR SIGNAL INST ALLA TION. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />8th Ave, NW Stop <br />Sign/Traffic Signal <br />Needs <br />Report 98-111 <br /> <br />Benke asked the status of the grant application for providing cable casting services for Cable Casting Grant <br />City meetings, Fulton said the application has been submitted to the Cable Commission. <br /> <br />Police Chief John Kelley presented the Tobacco Licensing Ordinance. The State <br />Legislature mandated local ordinances to regulate tobacco products sales. The ordinance <br />covers sale, possession by persons under age 18, and administrative penalties for <br />violations, It provides for alternative disposition of violators under age 18. The <br />ordinance was written by the City Attorney and reviewed by the PSC, A public hearing <br />was held, and tobacco retailers and the public were invited, however none were in <br />attendance. A significant feature is the penalty portion which provides for license <br />suspension for a third violation within 24 months of the initial violation. <br /> <br />Samuelson asked the enforcement process.
