<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 28, 1998 <br /> <br />Page 4 <br /> <br />Public Hearing. continued <br /> <br />Motion by Larson, seconded by Samuelson, to WAIVE THE READING AND ADOPT <br />THE RESOLUTION MODIFYING THE DEVELOPMENT PROGRAM FOR <br />DEVELOPMENT DISTRICT NO.1, MODIFYING THE TAX INCREMENT <br />FINANCING PLANS FOR TAX INCREMENT DISTRICT NO.1 THROUGH 20 <br />AND DISTRICTS NO. 23 THROUGH NO. 25 TO REFLECT INCREASED <br />PROJECT COSTS WITHIN DEVELOPMENT DISTRICT NO.1 AND <br />CREATING PROPOSED TAX INCREMENT FINANCING DISTRICT NO. 26 <br />AND APPROVING AND ADOPTING THE PROPOSED TAX INCREMENT <br />FINANCING PLAN RELATING THERETO. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />City Planner Cary Teague presented the PRD and Site Plan Review to replace a portion <br />of the Rice Creek Shopping Center with a 97-unit 129,396 sq, ft. Senior Independent <br />Living facility named Meadow Wood Shores, <br /> <br />To accommodate the project, a segment of the Center would be demolished, and a <br />19,520 sq. ft. portion would be preserved and remodeled, The property is zoned B-3 <br />General Business. A PRD overlay is allowed because the site abuts residential property. <br />Density standards allow for 111 units, and this project proposes 97. The project <br />proposes 173 parking stalls, and of that 97 are enclosed in the lower level. Four outdoor <br />parking stalls must be designated handicap accessible, The building's maximum height <br />would be 50 fUo the peak, and the lower level contains the garage and parking stalls, <br /> <br />The Planning Commission recommends that a covenant or deed restriction be placed on <br />the development in the event the property is converted to residential apartment units. <br /> <br />The City Forester found the landscape plan acceptable with minor changes and those <br />being that the trees in the parking island would be changed to Green Spire Linden, The <br />Planning Commission recommends additional Spruce trees along the northwest property <br />line to provide screening from the garage. The developer would work with neighbors to <br />address any additional landscape needs.
