A deed <br />restriction would be created to restrict vehicle access from Meadow Wood Shores to <br />27th Ave, unless access to Mississippi St. is eliminated. <br /> <br />Staff recommends approval of the PRD subject to the conditions outlined in the report. <br /> <br />Samuelson noted the importance to provide sidewalks for tenants to safely access the <br />shopping center. Teague said the developer is aware of the City's request to provide <br />pedestrian linkages from Meadow Wood Shores to the Center and Erickson's, <br />Samuelson prefers these linkages be handicap accessible, Larson also noted that safe <br />linkages to the bus route on Silver Lk, Rd. is important. <br /> <br />Larson said the Planning Commission recommended that a covenant be added which <br />states that if Brightondale is converted to independent living, additional parking <br />requirements be addressed, <br /> <br />Gunderman noted the parking lots grade differentials. Teague said the parking lot does <br />gradually slope and the developer will address modifications as necessary. Benke feels <br />that being the project involves more stalls than required, parking area adjustments could <br />be made, <br /> <br />Benke addressed the restriction of access from Meadow Wood Shores to 27th Ave" and <br />asked why the escape clause, "unless access to Mississippi St. is eliminated" was added, <br />Teague said the developer felt that access onto Mississippi St. rather than driving <br />through the Center was important. Given the fact there would be access on the north <br />side, the developer could still maintain access to Mississippi St., Benke questioned the <br />wording of the escape clause, and feels it would be in the City's advantage to delete that <br />clause. <br /> <br />Developer, Mike Gould of G & P Properties, agreed that the project involves <br />complicated easement and access issues, but feels they are resolvable, <br /> <br />Ken Nordby, NAI Architects, explained that any sidewalks to Erickson's and the Rice <br />Creek Center and would be handicap accessibile. Also, the underground tunnel will be <br />handicap accessible. Benke verified that the tunnel would not be accessible to the <br />public. <br /> <br />Larson noted concern of pedestrians using the roadway to access Erickson's, and <br />requested a walking path either out of the main entrance or south side of the building, <br />Benke feels that providing pedestrians with a safe walking path is of utmost importance <br />because many may have mobility issues, Nordby confirmed that they will work with <br />staff to perform modifications to provide safe access. Larson also noted that a walkway <br />may be needed to access the facility from the parking lot. <br /> <br />Gunderman asked the reason for the elevation differences between the two parking lots, <br />Nordby explained that Erickson's and Rice Creek Rd. are at higher elevations than the <br />garage entrance, and the plan balances these differences quite well to provide proper <br />drainage.
