<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 28, 1998 <br /> <br />Page 6 <br /> <br />Council Business. continued <br /> <br />Gould suggested that as an alternative to covenants regarding Brightondale's usage as it <br />relates to the parking spaces issue, what is being taken away at this time and transferred <br />underground would have to be reconverted back to its original configuration should the <br />usage change. Specific codes covering any new use would have to be met. <br /> <br />LePevere confirmed that any future council would have the ability to reconsider the <br />access question should any problems present. Benke suggested that in place of deleting <br />the escape clause in the conditions of approval that a substitution be made stating "no <br />access to 27th Street", indicating we do not want this to happen in the future. <br /> <br />Samuelson questioned the reason for the change from the originally proposed co-op <br />senior facility to a market rate rental building, Gould responded it was felt that this was <br />a better fit with Brightondale; and that any renters would be guaranteed beds in <br />Brightondale. <br /> <br />Also discussed was the provision of a clinical exam room on the first floor, Gould <br />advised that at the facility in St. Louis Park, this is being utilized inasmuch as it was <br />found that residents were more secure knowing minor medical needs could be handled <br />on-site rather than traveling distances. <br /> <br />Gould noted that the only retail in the facility will be a beauty salon. <br /> <br />Hoffman questioned whether any specialists in the field of senior facilities had been <br />consulted in the design and provision of services for this particular facility, Gould stated <br />that G & P properties have several facilities in the metro area and in St. Louis Park are <br />currently working with Health System Minnesota to bring the acute setting from the <br />clinic side into the campus where there is currently assisted living with plans for the <br />entire campus, <br /> <br />Gould noted thathe had met with several of the neighbors off 27th Street before this <br />meeting tonight and discussed landscaping including screening, drainage, and general <br />construction questions. <br /> <br />Maurie Anderson, Parks Director, responded to a question by Samuelson noting that the <br />Park Board primarily discussed the proposed trail and were satisfied with the final <br />product. Also reviewed and approved by the Board was the easement for the tunnel. <br /> <br />Questions were fielded from the audience. <br /> <br />Alma Stepanchek, 2180 - 27th Avenue NW, noted that there would be a separation of <br />55' between her property and the proposed facility, She asked that it be noted for the <br />record that she is quite upset with the proposal because of the height, traffic, and other <br />problems. This, along with minimum amounts of screening for such a large and tall <br />structure, makes the entire proposal extremely difficult for her. She noted that the <br />planting of additional evergreens, and possibly a berm, along the street would help the <br />screening issue and make the project at least somewhat more palatable for the residents. <br />She asked for the Council's consideration and thanked them for their patience. <br /> <br />Chet Harrison, Clark Engineering, clarified the parking arrangement on the north corner <br />along 27th Street, noting that because of the potential entrance being moved to the <br /> <br />Council Business <br /> <br />Meadow Wood Shores <br />Senior Housing <br />G&P Properties <br />PRD-60, LP-337 <br />Report No, 98-091 <br />Resolution No, 98-048 <br />
