Benke suggested the <br />elimination of a couple parking spots to provide space for additional benning/planting, <br />Clark Engineering will address this question to ensure that any added benning will not <br />have an impact on the drainage, <br /> <br />Yvonne Bessler, 2704 21st St. NW, thanked the City for their concern. One adverse <br />affect the height of the building will have is the shading of adjacent properties and the <br />impact on the quality of life with the potential loss of sunlight. Also of concern is the <br />amount of mechanical equipment visible to the neighbors. She noted that her elderly <br />mother will be moving into the facility; and that she appreciates the City addressing the <br />issue of senior housing, etc, <br /> <br />Fulton reiterated the conditions listed in the staff report recommendation which are to be <br />added/revised pursuant to discussion and agreement by the Council as follows: <br /> <br />1. <br /> <br />As part of any Council approval, a development agreement is required with <br />G&P properties, (This would be Item No, 15,) <br />Item No. 14 should include a statement that there be handicap accessibility to <br />Erickson's Market and Rice Creek Center. <br />Item No. 13 should have a period after "27th" Avenue, and the Mississippi St. <br />access reference is to be eliminated. <br />Item No, 4 should have the addition of "in conformance with city standards", <br />Include a statement noting there will be no outside storage, <br />One item to be reviewed would be the deletion of parking spaces with reference <br />to the relationship of the parking spaces for the Brightondale site. (Mattila noted <br />that he recalled this being a issue when the Brightondale site was developed; and <br />at that time the City did not have any senior housing parking requirements in <br />place,) Under the present conditions, the twenty-two (22) underground stalls for <br />visitor parking referenced in Item No, 10 would meet the current requirements, <br />However, if in the future the building use were changed, the parking <br />requirements may not be met and would be under the action request for the use <br />conversion, <br /> <br />2. <br /> <br />3. <br /> <br />4. <br />5, <br />6. <br /> <br />Eileen Brahma, 2704 Mississippi Street, wanted assurance that when the construction is <br />being done trucks, material deliveries, etc, will not be using 27th Avenue. She also <br />asked that 27th Avenue be posted as a dead-end street once construction is completed. <br /> <br />In addition to the above summary by Fulton, Benke added the following to be included <br />in the conditions of approval of the proposed development: <br /> <br />1. <br /> <br />Item No, 6 of the staffrecommendation shall include a statement to the effect <br />that the parking lot will be reduced by at least two stalls to provide for additional <br />berming and planting, <br /> <br />2. <br /> <br />Item No. 16 would be added to include a notation prohibiting outside storage to <br />include dumpsters for trash/garbage, <br /> <br />3.
