<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 24, 1998 <br /> <br />Page 2 <br /> <br />Public Hearing <br /> <br />Proper touched on the storm sewer situation mentioning that as a result of the July 1, <br />1997 rainfall, no flooding problems were experienced in this area. Because of this, no <br />major storm sewer adjustments were recommended. No problems requiring repair of <br />the sanitary sewer system were found. <br /> <br />There are ten locations where watermain valves will be installed to reduce the number of <br />homes without water in the event of a watermain break. Two previously installed <br />watermain stubs on 2nd Ave. are no longer necessary and will be removed, Water <br />services at a cost of $1,082 each will be installed on the four large lots which have <br />potential for subdivision, <br /> <br />The estimated project cost is $615,960, and staff recommends the street portion be <br />special assessed on a per lot basis, There are 147 single family lots, and one commercial <br />lot. That commercial lot would be assessed the equivalent of 13 single family lots, The <br />proposed street assessment rates are: $711 for lots with existing concrete curb and <br />gutter; $1,300 for lots with existing bituminous curbing; and $1,665 for lots with no <br />existing curbing. Storm sewer costs would be paid from the Storm Water Utility Fund. <br /> <br />Gordon Hansen, 236 - 2nd Ave. SE, expressed concern of the assessment rate being <br />based on a per lot basis as opposed to a front foot basis, He feels it is inequitable that <br />his 50 ft. wide lot will be assessed the same amount as a 132 ft. wide lot down the street. <br />Proper said the City has used the per lot basis for most projects assessed in the last 12 <br />years and generally it is the most equitable way, However, a decision will not be made <br />on this issue at this time, and it will be addressed at the assessment hearing. <br /> <br />The award of contract will occur in June with project completion September 1998. The <br />Assessment Hearing will be held August 1999. <br /> <br />Project 98-5 involves Stowe Ave. from Cleveland Ave. to New Brighton Rd, Stowe <br />Ave. is a border street between New Brighton and Arden Hills, and is a County road <br />turned back to both cities, The project includes the removal and replacement of existing <br />bituminous surfacing and installation of barrier type concrete curb and gutter. Staff <br />recommends that street parking be banned on the north side of Stowe Ave, for bicycle <br />and pedestrian safety, Arden Hills will ban parking on the south side, and will extend <br />the storm sewer to eliminate runoff entering New Brighton, Several watermain valves <br />and an emergency water system connection will be installed. <br /> <br />The City's costs for the construction of the street, curb, and storm sewer would be <br />funded from a combination of MSA and Ramsey County funding. Ramsey County will <br />compensate both cities the equivalent of basic surface improvement costs. The water <br />system improvements would be from the City's Water Utility Fund, New Brighton's <br />portion of the project cost will be $138,962; Arden Hill's portion would be $133,722. <br /> <br />A resident noted that being there will be no parking on both sides of Stowe Ave., would <br />persons be able to park temporarily to drop off/pick up children at a home day care on <br />that street.
