<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 24, 1998 <br /> <br />Page 3 <br /> <br />Public HearinE. continued <br /> <br />A resident asked how would the street be striped, Proper said 12 ft. is needed to allow <br />for the two driving lanes, and the center line would be striped and a solid white line <br />would identify the bicycle lanes. <br /> <br />A resident expressed concern of the continual speeding along 2nd St. SE. Samuelson <br />stated that Council could refer the issue to the Public Safety Commission to determine if <br />it could be included in the traffic calming program. Gunderman confirmed that the <br />speed limit on 2nd St. is 30 mph. <br /> <br />Gunderman asked about the economics of the 2nd St. SE and Stowe Ave, turnback, <br />Proper said the road is essentially a residential street on the low end of Ramsey County's <br />priority for maintenance and upgrading. In the City's eyes, this street is of higher <br />priority, Economically, the City will receive money from the County to finance the <br />reconstruction and funding from the State Gas Tax for maintenance and operation. <br /> <br />A resident noted concern of runoff in the area of Co, Rd, E and Cleveland Ave, Proper <br />confirmed that when the County's reconstruction of Cleveland Ave. occurs, this <br />drainage will flow into a different system. Proper added that the City's reconstruction <br />project aJlows for a more efficient drainage system. <br /> <br />A resident asked if the assessments presented tonight are considered final costs, Larson <br />said those figures are estimates, but could be reduced if bids are favorable, Proper <br />confirmed that corner lots are assessed on their short side. <br /> <br />There were no other comments from the audience. <br /> <br />Motion by Gunderman, seconded by Samuelson, to CLOSE THE HEARING. <br /> <br />3 Ayes - 0 Nayes, Motion Carried. <br /> <br />Motion by Gunderman, seconded by Samuelson, to CONTINUE CONSIDERATION <br />OF STREET RECONSTRUCTION PROJECTS 98-1 AND 98-5 TO THE MARCH <br />25, 1998.
