A meeting with affected property owners was held, and no concerns were noted. <br /> <br />Project 96-11, Brighton Corporate Park III (BCPIII), involves reconstruction of 5th Ave. <br />NW from 1st St. to Co. Rd. E-2; 1st St. from Old Hwy 8 to 5th Ave.; Co. Rd, E-2 from <br />5th Ave, to cul-de-sac; and 8th Ave. from 1st St. to the deadend. The Co. Rd. E-2 Ext. <br />would align with 5th Ave., and consist of two 12 ft. lanes, two 10 ft. parking lanes, and <br />120 ft. diameter cul-de-sac. This street is needed for the Donatelle project and will be <br />funded by tax increment financing (TIF), The replacement of curbing and surfacing for <br />5th Ave. and 1st St. would be paid by municipal state aids (MSA), tax levy, and special <br />assessments. The installation of concrete curbing and replacement of surfacing for 8th <br />Ave. would be paid by special assessments and tax levy. Due to varying lot sizes, <br />properties would be assessed on an area basis, The storm sewer improvement to correct <br />flooding at the Co, Rd. E-2 and 3rd Ave, intersection would be paid from the Storm <br />Water Utility Fund (SWUF) for that portion resulting from existing development. TIF <br />would pay that portion attributable to BCPIII. Two additional 8-inch sanitary sewer and <br />watermain stubs will be installed on 5th Ave., and would be paid from TIF, <br /> <br />Project 98-3 involves replacement of concrete curbing and bituminous surfacing for 9th <br />Ave. and 3rd St. SW to Old Hwy 8; and would be paid from the tax levy and special <br />assessments. Due to varying lot sizes, properties would be assessed on an area basis. <br />Storm and sanitary sewer work is limited to system adjustments, and paid by the SWUF <br />and Sanitary Sewer Utility Fund (SSUF) respectively. If portions of the watermain <br />require replacement, that work will be funded by the Water Utility Fund (WUF). <br /> <br />Project 98A includes reconstruction of 1st St. SW from Old Hwy 8 to cul-de-sac; 5th <br />Ave. from 1st St. to cul-de-sac; 8th Ave. from deadend to 1st St.; and 8th Ave. from 1st <br />St. to deadend, The Hwy 8 Study recommended extension of 5th Ave. to 1st St. SW. <br />Staff met with the owner of 400 1st St. regarding ROW purchase to provide railroad wye <br />construction, but no further action has taken place. Due to the condition of 1st St., staff <br />recommends the street portion be completed at this time.
