<br />Benke clarified that the connection from the north of the tracks is not included in this
<br />project. Olson said there is an undersized storm sewer section on 1st St.east of 8th Ave.
<br />needing replacement with a 27-inch storm sewer. Staff will determine if businesses have
<br />experienced conditions to justify improvements,
<br />
<br />The estimated assessment rate for streets with existing concrete curb and gutter is
<br />$1,297/acre; streets with no existing concrete curb or gutter would be $6,206/acre.
<br />Project 96-11 estimated cost would be $655,117 with funding obtained from MSA-
<br />$197,500, TIF-$194,613, City tax-$71,009, special assessments-$100,543, and SWUF-
<br />$91,452, Project 98-3 estimated cost would be $146,229 with funding obtained from
<br />City Tax-$109,671 and special assessments-$36,557. Project 98-4 total estimated cost
<br />would be $375,387 with funding obtained from MSA-$104,400, City tax-$156,441, and
<br />special assessments-$114,547. The bid award will be in June with project completion in
<br />September. The special assessment hearing will be held September 1999.

<br />Samuelson asked for clarification of the stonn sewer analysis performed by Barr
<br />Engineering, Olson said the Stormwater Management Plan is frequently used by staff
<br />when developing specs. Olson believes the existing system is adequate being that the
<br />average life of a system is 50-100 years. Samuelson asked the number of assessable
<br />properties, Olson said 312 commercial properties will be special assessed, and the
<br />project does not contain residential parcels, Because of possible future redevelopment,
<br />Benke asked staff to research if redevelopment activity could impact drainage,
<br />
<br />Gregori asked if there is a policy requiring sloping curbcuts to allow for handicap
<br />accessibility. Olson noted that modifications are not generally made to existing concrete
<br />curbing, but new curb and gutter are installed with a sloping pattern. ADA requirements
<br />state that new sidewalks be installed with sloping corners to allow handicap accessibility,
<br />but there are no current plans for a sidewalk in this area.

<br />PROJECT 98-3, MISCELLANEOUS STREET RECONSTRUCTION, AND
<br />PROJECT 98-4, MSA STREET RECONSTRUCTION.

<br />City Engineer Les Proper presented the feasibility study for Project 97-5, Rice Creek
<br />Road Sidewalk The sidewalk would be located on the south side from Long Lk. Rd. to
<br />Stinson Blvd. An informational meeting was held and residents favored the sidewalk,
<br />but noted the need to upgrade Rice Crk. Rd, Because it is a Ramsey County road, staff
<br />suggested residents submit a petition to the County regarding their concerns.
