<br />Customer fees are used in situations where an individual receives a special service
<br />benefit. Annually, the fee register is reviewed to ensure its appropriateness. The fee
<br />register consists of: environmental licenses -$50,000, construction licenses - $11,000,
<br />planning fees - $5,000, building fees - $127,000, police - $2,500, liquor licenses -
<br />$39,000, administrative rates - $5,000, recreation program fees - $303,000, golf/driving
<br />range fees - $420,500, forestry fees - $45,000, and Family Service Center fees -
<br />$516,000. The grand total is $1,524,000,

<br />The utility fee structure will be presented in April, and become effective in May, Staff
<br />will perform an analysis of overhead rates associated with Recreation Program fees,
<br />
<br />Motion by Gunderman, seconded by Rebelein, to WAIVE THE READING AND
<br />ADOPT THE RESOLUTION APPROVING THE 1998 CUSTOMER FEE
<br />REGISTER.

<br />Egan presented the certification of delinquent charges for water and sewer utility
<br />services, Certification assures the City that payment will be received through collection
<br />of property taxes, The certified amount includes an 8 % interest charge because the City
<br />will not receive payment until December 1998, Utility customers have been advised
<br />about the certification process,

<br />Motion by Gunderman, seconded by Samuelson, to WAIVE THE READING AND
<br />ADOPT THE RESOLUTION CERTIFYING DELINQUENCIES PAYABLE IN
<br />1998.

<br />City Engineer Les Proper presented the recommended option and proposed funding to
<br />resolve the Kari Ln. and Long Lk. Rd, flooding situation. The Barr Engineering
<br />proposed option involves the installation of a 60-inch arch pipe relief storm sewer from
<br />the low point on Long Lk. Rd. west of Kari Ln. to the Pike Lk. channel box culvert; and
<br />installation of high capacity catch basins on the box culvert to intercept drainage from
<br />the south. This option meets the la-year level of service for storm sewers and the 100-
<br />year level of protection for the Kari Ln. homes, The residents support this option.

<br />A small berm will be installed on the southeast corner of 14th St. and 16th Ave. to keep
<br />running water from jumping the curb and flowing into the low area between Kari Ln,
<br />and 16th Ave, The berm will be located on the City boulevard and cost less than $500.
<br />A restriction prohibiting filling or building in the low area will be initiated, and residents
<br />would sign a declaration of covenant for any lot portions below elevation 870,0.
<br />
<br />The total estimated project cost is $256,600, and the City is pursing two funding
<br />sources, One source is a Hazardous Mitigation Grant through the Minnesota
<br />Department of Public Safety, Another possibility is funding through special legislation
<br />which Fulton will schedule time with State Senator Steve Novak to discuss. The fall
<br />back plan includes a combination of the City Storm Water Utility Fund and City and
<br />County State Aid funds. County and City State Aids could be utilized for up to 55 % of
<br />the total project cost.
