City staff <br />would provide contract administration and County staff would supervise construction, <br />The bid award would occur May 1998 with construction completion in July 1998, <br /> <br />Gunderman asked if Proper believes this option would relieve flooding. Proper said this <br />option could handle a 100-year flood event, however, a 1,000 year event would create <br />flooding throughout the City. Gunderman noted the large rainfalls in recent years, and <br />asked if a larger system could be built to guarantee flooding would not occur, Proper <br />said a more involved project would require larger pipes, and questioned if there is <br />adequate underground space for a larger system. <br /> <br />Rebelein asked if this option allows for flexibility if it were found to be inadequate. <br />Proper said additional piping could be installed, but they would propose such work <br />under another project. Rebelein requested Council be updated one year after installation <br />of the new system. Proper added that the residents' drainage expert reviewed the plans <br />and found them to be acceptable. <br /> <br />Samuelson asked when will the City receive word regarding funding approval. Proper <br />anticipates notification sometime after January 1. <br /> <br />Judy Lampp, 1144 Pike Lk. Cir., appreciates the City's support, and asked for <br />clarification of the drainage pattern. Proper confirmed that drainage would travel into <br />Long Lake, not Pike Lake. She requested notification of any construction project <br />proposed for the area around Pike Lake, <br /> <br />Mayor Benke arrived at 8:00 p.m, <br /> <br />Gunderman asked if new catch basins will be installed on Kari Ln, Proper said the <br />project involves installation of several high capacity catch basins, Gunderman is <br />concerned this project will not adequately handle flooding. Benke understands the <br />concern, but noted the project's intense review by staff, Barr, and the residents' <br />consultant. Determining future rainfall amounts is difficult, and designing each system <br />to a 100-year capacity would be a major financial undertaking. The City will perform a <br />comprehensive analysis of the watershed system next year. Samuelson acknowledged no <br />one can be 100% sure this effort will eradicate all problems, Gunderman asked if they <br />gave thought to installing an additional pipe at the 16th St. and 14th Ave. corner. <br />Proper said the catch basins from the south should eliminate flooding at the corner, and <br />noted the need to keep the catch basins free of debris. <br /> <br />Motion by Gunderman, seconded by Larson, to APPROVE THE RECOMMENDED <br />OPTION FOR THE KARl LANE FLOODING; AUTHORIZE PREPARATION OF <br />PLANS AND SPECIFICATIONS BY BARR ENGINEERING UNDER THE <br />DIRECTION OF THE DIRECTOR OF PUBLIC WORKS; AND AUTHORIZE <br />DIRECTOR OF PUBLIC WORKS AND CITY ATTORNEY TO PREPARE <br />DECLARATIONS OF COVENANTS TO INSURE NO FILLING OR <br />STRUCTURES ARE PLACED IN THE LOW AREA BETWEEN KARl LANE <br />AND 16TH AVENUE NW. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />Kari Lane and Long <br />Lake Road Flooding <br />Option <br />Report 97-270 <br />
