The variance conforms with the Compo Plan and <br />would not be detrimental to adjacent properties. The addition would include classroom <br />and gym facilities, and a day care. The gym and classrooms will be used every day" <br /> <br />The proposed retention pond along Rice Ck. Rd. extends into the ROWand eliminates <br />the boulevard area for the sidewalk. The City has come to agreement where the Church <br />would construct the sidewalk south of the pond, and an easement would allow for City <br />sidewalk maintenance. <br /> <br />Pastor Paul Widen said the church's vision is to become a positive life giving resource to <br />the New Brighton community. This addition will provide facilities for many activities to <br />achieve this goal. <br /> <br />Motion by Gunderman, seconded by Samuelson, to APPROVE LP-335, SUBJECT TO <br />THE FOLLOWING CONDITIONS: <br />1. APPROVAL AND CONTINUED COMPLIANCE WITH VN-316. <br />2. APPROVAL AND CONTINUED COMPLIANCE WITH SP-203. <br />3. APPROVAL OF RICE CREEK WATERSHED DISTRICT PERMIT. <br />4. APPROVAL OF CURB CUT BY RAMSEY COUNTY. <br />5. APPROVAL OF GRADING AND DRAINAGE PLAN BY CITY <br />ENGINEER. <br />6. APPROVAL OF THE RETENTION POND ALONG RICE CREEK ROAD <br />BY RAMSEY COUNTY. <br />7. APPLICANT SHALL SUBMIT REVISED LANDSCAPE PLAN WITH <br />ADDITIONAL SCREENING ALONG RICE CREEK ROAD TO BE <br />APPROVED BY THE CITY FORESTER. <br />S. CURB CUT SHALL BE REDUCED FROM 48 TO 36 FT. WIDE TO <br />COMPLY WITH SECTION 11-020 OF THE CITY OF NEW BRIGHTON <br />ZONING ORDINANCE. <br />9. PROVISION OF AN EASEMENT FOR THE PROPOSED SIDEWALK <br />ALONG RICE CREEK ROAD. <br />10. OFF-STREET LIGHTING SHALL BE DIRECTED AWAY FROM THE <br />ADJACENT RESIDENTIAL HOMES AND REAR YARDS. <br />11. PROVISION OF A PERFORMANCE BOND IN THE AMOUNT EQUAL <br />TO 100% OF THE SITE AND LANDSCAPING IMPROVEMENTS <br />EXCLUDING THE BUILDING; <br />AND WAIVE THE READING AND ADOPT THE RESOLUTIONS APPROVING <br />VN-316 AND SP-203. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Benke noted that Report 97-252, Alzheimer addition to the existing Brightondale Senior <br />Housing Facility, will most likely be continued to a later date. <br /> <br />City Planner Erny Mattila presented a site plan review, PRD, and minor subdivision to <br />construct a 20-unit Alzheimer addition onto the Brightondale senior housing facility, <br />2700 Rice Ck. Rd.
