<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />November 25, 1997 <br /> <br />Page 4 <br /> <br />Council Business. continued <br /> <br />The Park, Recreation, and Environmental Commission reviewed the plan and <br />recommended 30 parking stalls be dedicated for park use, and construction of an access <br />trail to the park. <br /> <br />The Planning Commission held a public hearing and recommended denial of the <br />application due to the site density being too excessive. However, there appears to be <br />some movement in amending the proposal. <br /> <br />Larson asked if the senior co-op could be constructed without the Alzheimers addition. <br /> <br />Applicant, Mike Gould, believes the Alzheimers wing is an important aspect to the long <br />term care of Brightondale residents. He asked for the opportunity to work with staff and <br />the neighborhood to further revise the plans, and suggested deferral to January. <br /> <br />Fulton said Gould is researching the option of shifting the Alzheimer wing away from <br />the property line, and asked if this change would necessitate further review by the <br />Planning Commission. Gunderman and Samuelson stated their preference for review by <br />the Planning Commission before further Council consideration. <br /> <br />Benke suggested that the item be continued to January 27 to allow for Planning <br />Commission review. He asked that residents living on 27th and 28th Ave. be notified of <br />any meetings. Mattila verified they will notify those residents. Benke is most interested <br />in the Planning Commission's thoughts on land use, density, and setbacks. <br /> <br />Motion by Samuelson, seconded by Rebelein, to CONTINUE CONSIDERATION OF <br />PRD-59, PL-238, AND LP-331, TO THE JANUARY 27, 1998, COUNCIL <br />MEETING; WITH INTERIM REVIEW BY THE PLANNING COMMISSION ON <br />JANUARY 20, 1998. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Police Chief John Kelley presented the Public Safety Commission (PSC) traffic calming <br />report. <br /> <br />Council previously requested the PSC to develop a policy and procedure for dealing with <br />citizen initiated traffic concerns. The procedure involves the forwarding of a request to <br />the PSC to allow for gathering of accident data, warrants, and staff and community <br />input. The PSC may require traffic calming solving steps such as a Neighborhood Speed <br />Watch Program and the use of a speed trailer reader. <br /> <br />Benke asked if the PSC considered engineering design changes as effective methods. <br />Samuelson added that restriping of streets may prove beneficial. Kelley said the PSC <br />does not view this policy as enforcement based, and would be receptive to engineering <br />design changes. <br /> <br />Benke noted the upcoming review of the Compo Plan, and suggested a joint venture <br />between the Planning Commission and PSC to review emerging traffic calming methods <br />which may lead to code changes. Fulton agrees that the Compo Planning process allows <br />for opportunity to review emerging trends.
