He suggested that paragraph four <br />be reworded to read "The Commission shall encourage the affected community to <br />become involved..." Also, paragraph five be reworded to read "The Commission shall <br />report to the Council any interim traffic calming steps to be taken..." Rebelein agrees <br />that the proposed language changes would encourage resident participation. <br /> <br />Fulton said the Neighborhood Speed Watch Program has become an effective tool, and <br />strongly encourages neighborhood involvement. Kelley agreed that the policy's intent is <br />to encourage neighborhood involvement. Fulton believes it is ultimately best for <br />Council to make the final decision, and suggested the PSC provide recommendation and <br />interim steps for Council consideration. <br /> <br />Gunderman questioned if there is a need for the policy to be returned to the PSC for <br />language clarification. <br /> <br />Motion by Gunderman, seconded by Samuelson, to ADOPT AS COUNCIL POLICY <br />THE TRAFFIC CALMING ISSUES POLICY AND PROCEDURE TO INCLUDE <br />REQUESTED LANGUAGE CHANGES BASED ON COUNCIL'S INTENT; AND <br />REQUEST THE PUBLIC SAFETY COMMISSION TO REPORT BACK TO <br />COUNCIL ON PROPOSED INTERIM TRAFFIC CALMING STEPS AS WELL <br />AS FINAL RECOMMENDATION ON REQUESTED LANGUAGE CHANGES. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Vroman asked if requiring Council review could create time constraints. Kelley added <br />that Council could waive any steps to expedite a resolution to a particular situation. <br /> <br />Kelley noted that the 16th Ave. SW Stop Signs staff report inadvertently did not include <br />a memorandum from Fulton listing steps the City has taken to address this matter. <br /> <br />Staff received a petition from residents along 16th Ave. SW requesting installation of <br />stop signs. Staff worked with the residents to implement traffic changes and the <br />Neighborhood Speed Watch program. Changes included: installation of double yellow <br />center lines, bicycle and parking lanes, speed control methods, curb remarking, speed <br />watch signs, and use of the radar cart. Data showed some persons exceeding the speed <br />limit, but 85 % of traffic was very close to posted speeds. A few tickets were issued. <br /> <br />The PSC recommends the following: 1) PSC does not support installation of stop signs at <br />16th Ave. SW and 3rd St. SW or at 16th Ave. SW and 3rd Terr. SW; and 2) PSC does <br />not object to the installation of all way stop signs at the intersections of 16th Ave SW <br />and 1st St. SWand 16th Ave. SWand 3rd St. SW. <br /> <br />Benke feels action cannot be considered until Council has opportunity to review the <br />traffic warrant analysis. In some incidences, traffic control devices create more <br />problems. He asked if enforcement activities resulted in measurable speed level change. <br />Kelley said speeds remained consistent, and the majority were below the speed limit. <br /> <br />Samuelson understands an analysis is required, but asked if other alternatives could be <br />investigated. <br /> <br />Council Business <br /> <br />Traffic Calming <br />Policy <br />Report 97-253 <br /> <br />16th Ave. SW Stop <br />Signs <br />Report 97-254 <br />
