CONSIDERATION TO CONTINUE CONSIDERATION OF THE SIMPLE <br />PLA T FOR BRIGHTON CORPORATE PARK III/PL-237 (FORMER <br />MAC GILLIS AND GIBBS SITE) FOR AN ADDITIONAL 30 DAYS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Public Hearing - None <br /> <br />Council Business <br /> <br />City Engineer Les Proper presented the feasibility study for streets and utilities for <br />Brighton Corporate Park III (BCP3). This area includes the MacGillis & Gibbs site, 530 <br />building, Shellum property, portion of Bell Pole and Lumber east of the railroad, and <br />commercial and residential property south of Old Hwy 8 between 5th Ave. NW and the <br />railroad. Construction of the Donatelle project expedited the schedule for the new <br />street. <br /> <br />The cul-de-sac street would align with Co. Rd. E-2 east of 5th Ave. The 44 ft. wide <br />street would be constructed for a 9-ton axle load. The street would have two 12 ft. <br />traffic lanes and two 10 ft. parking lanes with 120 ft. diameter offset cul-de-sac bubble. <br />The full cost of the new cul-de-sac would be paid from tax increment financing (TIF). <br /> <br />The reconstruction consists of removal and replacement of broken and settled sections of <br />concrete curbing and replacement of bituminous surfacing. The cost for the 5th Ave. <br />and 1st St. rehabilitation would be paid from Municipal State Aid (MSA) and special <br />assessments against benefitting properties. Neighborhood meetings would be held with <br />property owners to explain the project. <br /> <br />Storm sewer improvements to correct major flooding at the Co. Rd. E-2 and 3rd St. <br />intersection are proposed. Barr Engineering conducted an analysis and recommends a <br />drainage system to include a 1.6 acre storage pond on the Hypro site with connecting <br />36" storm sewer to accommodate drainage on the E-Z property with connecting 33" inch <br />and 42" storm sewers to drain southerly. Additional storm sewers would be needed on <br />5th Ave. to pickup drainage from the large industrial area when it is developed. <br /> <br />The existing sanitary sewer system consists of an 8" gravity sewer on the east side of 5th <br />Ave. which flows to Lift Station 2. This lift station is near capacity and calUlot be <br />upsized to handle increase flow from future development. It is recommended that a new <br />lift station be constructed south of Hypro. The existing sanitary sewer would be diverted <br />across the street to the new lift station and pump southerly to the larger 1st St. sanitary <br />sewer. Funding for the new lift station would be derived from the Sanitary Sewer <br />Utility Fund. Staff negotiated an agreement with the EPA to install a larger force main <br />on the MacGillis & Gibbs site. This would handle remediation water and sanitary sewer <br />service in exchange for allowing the remediation facility to discharge by gravity to the <br />new lift station.
