I

I

I

Council Meeting Minutes
November 10, 1997

Page 3

Council Business. continued

Current fencing around the MacGillis & Gibbs site does not allow for installation of
sidewalks, streetscaping, or street lights at this time. However, these amenities will be
addressed at a future date.

The construction of the Hypro storage pond, 36" storm sewer, and 12" pond would be
completed in June 1998. The project's total estimated cost is $390,258; and of that
amount, $177,890 is derived from the MacGillis & Gibbs settlement.

Construction of the sanitary sewer lift station, diversion sewer main, 8" sanitary sewer,
water service stubs, 5th Ave. storm sewer, and Co. Rd. E-2 ROW will be completed in
July 1998. Total estimated project cost would be $285,424. Funding would come from
the Stormwater Utility Fund, TIF, and the Sanitary Sewer Fund.

The new Co. Rd. E-2 extension and rehabilitation of 5th Ave. and 1st St. would be
completed in September 1998. Total estimated cost would be $411,717; and funding
would come from MSA, TIF, and special assessments.

Construction of the E-Z pond, the 33" and 42" storm sewer between 5th Ave. and the
pond, and the 12" pond outlet would be completed in June 1999. Total estimated project
cost would be $626,819. Funding would come from the Stormwater Utility Fund,
MacGillis & Gibbs, and TIF.

Samuelson asked if an easement through the Hypro property would allow for a shorter,
more direct route for the storms ewer . Staff researched many options, but found the
most direct to be between the two buildings which also provides for removal of drainage
from the Print Craft property.

Rebelein asked if staff investigated whether there are utilities needing to be buried or
expanded which could be performed in conjunction with this project. Proper said the
utility line running along 5th Ave. does provide opportunity to be buried, and staff is
pursing this option with NSP. Staff will be in contact with all utility companies to
decide if any utility lines will need to be replaced during the construction process.

Benke asked if the lift station design could be such so it does not visually impact the
area. Proper said the majority of the lift station would be underground on the EPA site,
and the building consists of a 10 x 10 ft. metal shed. Proper verified that landscaping
will surround the shed area. Benke confirmed that homes north of Co.Rd. E-2 will not
be assessed for storm sewer improvements.

Motion by Gunderman, seconded by Larson, to APPROVE THE FEASIBILITY
STUDY FOR BRIGHTON CORPORATE PARK III STREET AND UTILITIES,
PROJECT 96-11, AND AUTHORIZE STAFF TO PREPARE PLANS AND
SPECIFICATIONS.

5 Ayes - 0 Nayes, Motion Carried.

Council thanked staff for their work on this project.

Proper presented the proposed tax levy for the Lake Diane Restoration Project.

Council Business

Feasibility Study for
streets and utilities for
BCP3
Report 97-243

Lake Diane Project
Report 97~244
