<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />November 10, 1997 <br /> <br />Page 4 <br /> <br />Council Business. continued <br /> <br />A meeting with Lake Diane residents was held October 22 to discuss the ongoing lake <br />restoration project. Notices were mailed to 24 property owners. The four persons in <br />attendance recommended a $3,000 budget item for 1998 to hire a consultant to advise on <br />the removal of the floating bog. The account's existing balance of $763.15 would cover <br />operating expenses for aerators in 1998. <br /> <br />In accordance with the City's Lake Restoration Policy, the City would pickup 25% of <br />the 1998 project cost or $600 from a general tax levy. The remaining 75% or $2,400 <br />would be levied against the special lake restoration taxing district which consists of 24 <br />lots on Lake Diane. <br /> <br />Benke asked if the supervac would be helpful in the bog removal. Proper confirmed that <br />this bog is quite large and a distance from the shore, and is unsure if it would be helpful. <br /> <br />Motion by Larson, seconded by Samuelson, to APPROVE A GENERAL TAX LEVY <br />IN THE AMOUNT OF $600 AND A SPECIAL TAX LEVY AGAINST THE LAKE <br />DIANE SPECIAL TAXING DISTRICT IN THE AMOUNT OF $2,400 FOR 1998. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Announcements and Updates <br /> <br />A meeting with Senator Novak was held recently to assist Minnesota Solutions with a <br />legislative package which would focus on redevelopment activities. <br /> <br />The coal train activity in the City has increased, and staff has been working with the <br />railroads to determine a solution. There is a consensus that a wye should be constructed <br />near the poleyards to allow northbound rail traffic to turn in an easterly fashion before <br />coming into downtown. The Union Pacific and Wisconsin Central railroads are in <br />concurrence, but funding is still in question. Staff emphasized to the railroads that the <br />City's role is to facilitate the situation, but would not be involved in a financing role. <br /> <br />Staff met with the Windsor Green Association to discuss dog issues impacting the <br />residents. Currently, there is a general satisfaction in the neighborhood and hopefuJJy <br />the problem will resolve itself. Also, the Public Safety Commission recently reviewed <br />the Animal Control Ordinance, and found it to be consistent. <br /> <br />In regards to the Kari Ln. flooding analysis, the City retained a consultant to determine a <br />solution. Staff and Council met with the Krueger family to discuss a potential solution <br />which is now being developed and will be presented to Council on December 18.
