CONSIDERATION OF APPROVAL OF LICENSE TO OCCUpy AND
USE THE EASEMENT AREA OF 3195 21ST LN. NW AND AUTHORIZE
THE MAYOR AND CITY MANAGER TO EXECUTE THE LICENSE.

4 Ayes - 0 Nayes, Motion Carried.

Public Hearing - None

Council Business

City Sanitarian David Fridgen presented the SCORE funding grant application, 1998
recycling service charge, and extension of the E-Z Recycling contract. New Brighton's
curbside recycling program is partiaJIy funded by SCORE grant money from Ramsey
County. The remaining funds are raised through a City recycling service charge
collected by the County. The amount of grant money New Brighton will receive for
next year's program will be $45,536. With the City's proposed budget, less the SCORE
grant, the County will collect $19/household which reflects a $1 decrease from 1997. It
is the intention to continue the two City clean up days in the Spring and Fall of 1998.

E-Z is requesting that their contract be extended for an additional three years at no
additional per household charge. The current $1. 90/month household charge is
competitive with area municipalities. E~Z has been very helpful with distributing flyers
for cleanup days and the pickup of food shelf items. Staff recommends the City extend
E-Z's contract for an additional three years.

Samuelson has received favorable public feedback regarding the City Cleanup days, and
is very pleased that the service charge will remain the same for three years.

Motion by Gunderman, seconded by Samuelson, to APPROVE THE 1998 SCORE
FUNDING GRANT APPLICATION FOR RAMSEY COUNTY, 1998 CITY
RECYCLING SERVICE CHARGE, AND APPROVE A THREE-YEAR
CONTRACT EXTENSION WITH E-Z RECYCLING.

4 Ayes - 0 Nayes, Motion Carried.

City Manager Fulton presented a petition from residents requesting "Two Hour Parking
on School Days" signs be installed on the 2500 block of Rainbow Ln. This block has
been used by Sunnyside School employees and visitors when the school parking lot is
full. Problems have arisen during street sweeping, snowplowing, and driveway
maneuvering. Staff recommends a neighborhood meeting be held with school officials
and residents, and the issue should be referred to the Public Safety Commission (PSC)
for further discussion. Rebelein verified that the item will be brought back to Council for
review.

Motion by Gunderman, seconded by Samuelson, to DIRECT STAFF TO SCHEDULE
A MEETING WITH SCHOOL OFFICIALS AND NEIGHBORHOOD
RESIDENTS; AND REQUEST THE PUBLIC SAFETY COMMISSION REVIEW
THIS ISSUE AND PRESENT RECOMMENDATIONS TO COUNCIL.

4 Ayes - 0 Nayes, Motion Carried.

Consent Agenda

License to Occupy -
3195 21st Ln NW
Report 97-233

Council Business

SCORE Funding
Grant and Recycling
Charges
Report 97-234

Parking Petition for
2500 Block of
Rainbow Ln
Report 97-235
