<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 28, 1997 <br /> <br />Page 3 <br /> <br />Council Business. continued <br /> <br />Larson verified that staff will keep residents up-to-date on this issue. <br /> <br />City Planner Erny Mattila is requesting continuance of the simple plat application to <br />create one industrial lot and three industrial outlets for the former MacGillis and Gibbs <br />site at 5th Ave. and Co. Rd. B-2. Additional time is needed to perform further <br />refinements to the plat. <br /> <br />Fulton confirmed that much of this deferral relates to the Donatelle proposal and <br />defining of their development needs. <br /> <br />Motion by Gunderman, seconded by Samuelson, to DEFER CONSIDERATION OF <br />PL-237, SIMPLE PLAT FOR THE FORMER MAC GILLIS AND GIBBS SITE, <br />TO THE NOVEMBER 10, 1997, COUNCIL MEETING. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Planning Assistant Tom Terry presented the site plan review to construct a 2,340 sq. ft. <br />office and two car attached garage located south of 1st St. and west of 5th Ave. The <br />property is being leased by Wisconsin Central Rail from Canadian Pacific Railway. <br /> <br />The landscape plan proposes seeding of disturbed areas, but no other screening is <br />proposed. The applicant stated a need to keep a clear line of site between the building <br />and tracks for monitoring. The office and garage comply with 1-1 district standards, <br />however, the proposal does not meet the zoning ordinance's curbing requirements. The <br />Planning Commission required the submittal of a new site plan which indicates curbing. <br />Terry provided Council with those updated plans. A lease agreement regarding the <br />location of the yard office is currently being negotiated with the property owner. The <br />recommended Council action states that securing the lease agreement is a condition of <br />approval. Terry confirmed that the dumpster area will be screened from public view. <br /> <br />Mayor Benke arrived at 7:45 p.m. <br /> <br />Samuelson asked for further clarification of the landscape plan. Terry explained that the <br />landscape plan shows a small landscape area directly north of the storage building. <br />Samuelson believes this proposal will be a positive addition to the area. <br /> <br />Motion by Rebelein, seconded by Larson, to RECOMMEND APPROVAL OF LP- <br />332, SUBJECT TO THE FOLLOWING CONDITIONS: <br />1. APPROVAL OF GRADING AND DRAINAGE PLAN BY THE CITY <br />ENGINEER. <br />2. COMPLIANCE WITH SECTION 8-020 OF THE CITY OF NEW <br />BRIGHTON ZONING ORDINANCE. <br />3. ALL DRIVE AND PARKING AREAS SHALL BE PAVED AND CURBED. <br />4. PROVISION OF A PERFORMANCE BOND IN THE AMOUNT EQUAL <br />TO 100% OF THE SITE AND LANDSCAPING IMPROVEMENTS <br />EXCLUDING THE BUILDING. <br />5.
