<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 28, 1997 <br /> <br />Page 4 <br /> <br />Council Business. continued <br /> <br />Terry presented a site plan and special use permit to construct a 3,540 sq. ft. church in a <br />R-2 Two Family Residential District. New Apostolic Church proposes to locate a <br />church at the northwest corner of Old Hwy 8 and Co. Rd. E. The proposal complies <br />with R-2 district, parking standards, and special use standards. <br /> <br />In 1987, the Planning Commission and Council approved a site plan and special use <br />permit for the Philadelphia Church. This current project is less intrusive than the former <br />(6,544 sq. ft.), and screening along the north and southwest property lines would reduce <br />impact on surrounding homes. Traffic generated by the church would be at off-peak <br />traffic periods. All traffic would enter and exit from Old Hwy 8, avoiding impact on the <br />neighborhood to the north. The 1987 proposal included a driveway from 10th Ave. to <br />the rear of the parking lot. Should New Apostolic propose to extend the drive from the <br />parking lot to 10th Ave., such improvement would be subject to Council approval. <br /> <br />Samuelson asked for further clarification of the parking plan. Rebelein added that the <br />recommended number of parking stalls is 39, but the proposal states 40. She asked if <br />the 39 stalls were based on the allowed 40% density or the actual 60% density. Terry <br />confirmed that the number of parking stalls was calculated from the running length of <br />seating area within the church. Staff determined 39 stalls were required, but the <br />proposal includes 40. <br /> <br />Samuelson asked if on-street parking could become a problem if the congregation grew <br />larger. Terry said if the congregation grew and additional seating was installed, then <br />the church would be required to add parking. It appears the site does allow for <br />expansion of the existing parking lot. <br /> <br />Benke asked if the Planning Commission considered the future use of the adjacent homes <br />because one of the two single family homes is currently for sale. Benke questioned if <br />the construction of the church may affect future development of this parcel. Mattila said <br />that issue was not addressed at the Planning Commission, however, he spoke to the City <br />Attorney regarding the matter. The City Attorney felt that if Council wished to include <br />into the development proposal these two single family homes, then the applicant would <br />be given opportunity to investigate this issue. <br /> <br />Mattila said the current proposal complies with zoning standards, and additional land <br />would not be required. However, if Council feels the project would benefit by more <br />land area or by inclusion of the home sites, then that could be reviewed. <br /> <br />Benke feels the overall site area should have been addressed previously, and the <br />development of this corner should be considered a package rather than piecemeal. He <br />noted concern of the long term development of this corner. <br /> <br />Mattila said the 1987 proposal was much larger and included off-street parking running <br />towards the county ditch and adjacent parcels. If a separate parcel was ever sold, the <br />setbacks from the creek bed and flood elevation would provide construction of a single <br />family home. The residents along Co. Rd. E stated their approval of the project. <br /> <br />Bill Diem, New Apostolic Church Developer, confirmed that the parcel purchased by <br />the church runs all the way back to the creek bed.
