If the church sold that portion adjacent to the county ditch, <br />it would leave room for one single family home. Benke noted that if someone purchased <br />the westerly portion they will need to come back to Council for site plan review. <br /> <br />Samuelson noted the attractiveness of the landscape plan. <br /> <br />Fulton asked if Diem has had opportunity to speak to adjacent property owners about <br />any desire to sell their parcels. Diem said the size of the church and its potential for <br />development found that no additional property was required, so there was no need for <br />conversation with the property owners. Construction of the church will begin Spring <br />1998. <br /> <br />Thomas Anthony, 990 1 st. St. NW, asked for clarification of the buffer between the <br />properties and noted concern of noise generated by the church. Rd. and Co. Rd. E. Staff <br />met with the residents to discuss the citation recently issued to the pet owner. However, <br />residents have stated the problem continues to exist. Benke questioned why the problem <br />has existed since April with no resolution. Fulton acknowledged concern and noted he <br />was recently contacted by Dr. Bittick, a resident. <br /> <br />Bittick is representing 245 townhomes and over 500 residents. He has addressed the <br />Association Board outlining 39 separate violations of the City's Animal Control <br />ordinance. The violations relate to two large black German Shepards which run loose <br />frequently on the grounds.
