Fulton said <br />there is a law which lists certain breeds of dogs, but is unsure if German Shepards are <br />included. Samuelson asked for a review of State laws. <br /> <br />Larson strongly encourages staff to determine a way which citations can be issued by <br />any member of the Association. <br /> <br />Bittick said no one has been injured as of yet, but it is a real threat. Larson firmly stated <br />he does not want anyone injured. Bittick is quite sure residents would volunteer to issue <br />citations. <br /> <br />Rebelein asked if the animal control officer is allowed to pick up animals if there are <br />seen running loose. Fulton said Ramsey County provides that service to the City, and <br />normally if a dog is running they will tie it to a tree and call the Humane Society. <br /> <br />Benke requested a letter be drafted clarifying that if residents observe these dogs running <br />they could fill in the blanks of the citation. Fulton recommends that Police personnel <br />meet with the Association tomorrow to discuss this issue to determine a resolution, and <br />direct the PSC to strengthen the ordinance. The residents deserve correct response <br />from the City. <br /> <br />Bittick read the October 27 complaint which states a resident called the Ramsey County <br />Dispatcher and was told an officer would be dispatched when one is available. When <br />Community Service Officer Mortenson arrived 65 minutes later, the dogs were let in by <br />the pet owner's mother. This woman acknowledged that the dogs were running loose. <br /> <br />Samuelson wants to know why the letter was never directed to Council. <br /> <br />Rebelein requested investigation be performed to determine the method in which to <br />remove these dogs if they are witnessed to be unleased and running. <br /> <br />Matalamaki has concern this could happen in other neighborhoods. <br /> <br />Walt Witzke, 771 Emerald, asked if the pet owner received a ticket. Larson verified a <br />citation was issued and Council will determine the most effective method to address the <br />issue. <br /> <br />Motion by Rebelein, seconded by Samuelson, to DIRECT STAFF TO MEET WITH <br />WINDSOR GREEN RESIDENTS ON OCTOBER 29,1997, AND PROVIDE <br />RESIDENTS WITH A FORM TO SUBMIT TO F ACILIT ATE IMMEDIATE <br />ISSUANCE OF ADDITIONAL CITATIONS IF THE DOGS CONTINUE TO RUN <br />LOOSE; PRIOR TO THE MEETING REQUEST STAFF TO EXPLORE THE <br />POSSIBILITY OF DETAINING THE DOGS IF FOUND RUNNING LOOSE AND <br />TAKE ANY FURTHER ACTION IF NECESSARY; REFER THE ANIMAL <br />CONTROL ORDINANCE TO THE PUBLIC SAFETY COMMISSION FOR <br />REVIEW; REQUEST STAFF TO INVESTIGATE THE RECEIPT OF THE <br />ASSOCIATION'S LETTER; AND REPORT FINDINGS TO COUNCIL. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />Windsor Green Dog <br />Issue <br />
