Proper believes MSA streets could be designated "No Truck Traffic." <br />Benke has more concern in determining whether this is a fair and equitable way to <br />address the situation especially when traffic would be relocated to other streets. <br /> <br />Larson noted that for many years 8th Ave. was posted "No Truck Traffic." Benke said <br />the decision to remove the signs was made due to numerous complaints from residents <br />whose streets experienced the relocated traffic. Also, the truck ban was released <br />because the elementary school was no longer in operation. In order to discourage truck <br />traffic from residential streets, the most logical routes would be Old Hwy 8 through 5th <br />Ave., and 1st St. to 5th Ave. to Co. Rd. B-2. <br /> <br />Gunderman asked if the streets could be posted no truck traffic in excess of 17 tons with <br />the tractor-semitrailer combination symbol on the north and south entrances of 8th Ave. <br />Benke feels dislocated traffic will travel other residential streets, and create traffic <br />congestion on 5th Ave. and Co. Rd. E-2. <br /> <br />Samuelson has concern that rerouting truck traffic could create problems in another <br />areas. Proper noted that 5th Ave. is wider than 8th Ave., but homes are setback the <br />same distance from both roadways. Martin asked why the three-way stop sign at 7th St. <br />and 8th Ave. was removed. Benke speculates they originally installed the three-way stop <br />because of the school. Martin asked why they reduced the traffic lanes in front of City <br />Hall. Proper verified that the 5th Ave. reconstruction did not change the roadway, and <br />it has always been one lane of traffic each direction with parking lanes on either side. <br /> <br />Motion by Rebelein, seconded by Gunderman, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION ESTABLISHING NO 18 WHEELER TRUCK <br />TRAFFIC ON 8TH AVE. RD D FOR SOUTH 1-35W INGRESS/EGRESS; AND USE OLD HWY 8, 1ST <br />ST. NW, 5TH AVE. NW, AND CO. RD. Larson <br />confirmed that the only difference between a 26,000 GVW and 32,000 GVW is the <br />testing and licensing requirements. <br /> <br />Proper said staff will work with the residents of 630- 8th Ave. regarding restriping, and <br />the signs will be ordered immediately and installed when they arrive. Rebelein noted the <br />excessive noise generated by motorcycles.
