I

I

I

Council Meeting Minutes
October 14, 1997

Page 7

Council Business. continued

Benke believes that if the City bans 18 wheelers from 8th Ave., then traffic would be
diverted to 1-35W or 5th Ave. Because USF is moving, the problem may be reduced.

Gunderman noted the current unsafe conditions on 8th Ave.

Proper feels stop signs may improve traffic movement and provide safer conditions.
However, when unwarranted stop signs are installed, the problem may create additional
hazards. The intersection may warrant a signal, but these are expensive and funding is
unavailable. Samuelson questioned if the relocation of USF could improve conditions.

Matalamaki feels the 5th Ave. townhomes may have concerns about truck traffic.

Hu presented a petition requesting "No Truck Traffic" be reinstated on 8th Ave. NW;
and four-way stop signs at Sth Ave. and 8th St. The USF relocation may help, but other
trucking companies use 8th Ave. She counted 32 trucks during a three hour period one
afternoon, and the trucks run continual 24 hour shifts.

Rosemary Brach, 630 - 8th Ave., noted the dangerous conditions in front of her home
which prevents on street parking.

A resident's home shakes when trucks pass by, and people make U-turns in his driveway
to avoid delays. He feels it is only a matter of time when a major accident occurs.

Walt Witzke, 771 Emerald Dr., recommends a 26,000 GVW limit be installed along 8th
Ave. He suggested applying reflective material on the poles at the 1-35W/Co. Rd. E-2
intersection to help with vision at that blind intersection.

Ada Samson, 872-8th Ave., said the No Truck Traffic signs should not have been
removed, and a four way stop on 8th Ave. and Old Hwy 8 may discourage truck traffic.
Trucks should be allowed on 5th Ave. because it has always been a downtown roadway.

Benke said the traffic study should consider stop signs at the following intersections: 8th
Ave. and 10th St.; 8th Ave. and Old Hwy 8; 8th Ave. and 7th St.; and Sth Ave. and 8th
St. The City has jurisdiction for signs at 8th Ave. and 8th St.; and 8th Ave. and 7th St.;
and the other two locations are under County jurisdiction.

Larson supports Option 2, and said the Hwy 8 Task Force discussed installation of a
controlled stop at Old Hwy 8 and 5th St. and providing a right turn lane. Benke prefers
no decisions be made for traffic changes on Co. Rd. E-2 or 5th Ave. until affected
property owners are notified.

Samuelson asked if Option 3 allows for enforcement. Proper said Option 2 would allow
for enforcement based on truck size and weight. Samuelson asked if a combination of
Option 2 and 3 is possible, and how would 5th Ave. be posted.

Rebelein added that the City could ask trucking companies for suggestions in reducing
truck traffic on 5th Ave. and 8th Ave.

Council Business

No Truck Traffic on
8th Ave., Old Hwy 8
to 10th St. NW
Report 97-229
Resolution 97-077
Resolution 97-077 A
