Gunderman asked <br />what is Chinese medicine. Hurtt said Chinese medicine does not use needles, but uses <br />pressure and healing points. <br /> <br />Motion by Gunderman, seconded by Larson, to GRANT A BUSINESS LICENSE <br />FOR MASSAGE SALON TO THERAPEUTIC MASSAGE AND BODY WORKS <br />AND GRANT A PERSONAL SERVICE LICENSE AS A MASSAGE THERAPIST <br />TO TROY HURTT CONDITIONAL UPON PAYMENT OF THE NECESSARY <br />LICENSE FEES AND THE FINAL INSPECTION BY THE CITY SANITARIAN. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />At the September 23 Special Assessment Hearing, Council directed staff to recommend <br />guidelines for posting 8th Ave. and adjacent residential streets as "No Truck Traffic." <br />This resulted from resident comments noting heavy truck traffic on 8th Ave. In 1996, <br />Council revoked the no truck traffic designation on 8th Ave. between Old Hwy 8 and <br />10th St. because of complaints from adjacent streets that received displaced traffic; <br />closure of the New Brighton Elementary School; the sharp curbed curve on 8th Ave. and <br />Old Hwy 8; and designation of 8th Ave. as a State Aid Collector Street. <br /> <br />Hu's correspondence noted the large tractor-semitrailer combination vehicles as the <br />biggest problem, and the freight terminal trucks use 8th Ave. as a route to the freeway. <br />Proper spoke to Ken Fox, USF, and Fox offered to inform drivers not to use 8th Ave., <br />and work to lessen the impact. USF will be moving to a new facility in 1998. <br /> <br />Three options have been proposed. Option 1 - Reestablish No Truck Traffic in excess of <br />10,000 lbs. GVW on 8th Ave. and adjacent streets. This option would not only restrict <br />freight terminal trucks, but also delivery trucks, snow plows, garbage trucks, and school <br />buses. It would also require the installation of many new signs. <br /> <br />Option 2 - Post No Truck Traffic in excess of 17 tons, with the tractor-semitrailer <br />combination symbol, on the north and south entrances of 8th Ave. This would eliminate <br />18 wheelers, and not restrict other local truck traffic. The disadvantage is that most 18 <br />wheelers will relocate to 5th Ave. and 10th St. which also abuts residential property. <br />Eighth Ave. is a 38 ft. wide road and carries 5,350 vehicles daily. Fifth Ave. is a 48 ft. <br />wide road and carries about 7,850 vehicles daily. <br /> <br />Option 3 - Contact local freight terminals and request drivers to use Old Hwy 8 and Co. <br />Rd. D for south I-35W ingress and egress and Old Hwy 8, 1st St. NW, 5th Ave. NW <br />and Co. Rd. E2 for north 1-35W, and east and west 1-694 ingress and egress. The <br />problem with this is compliance is voluntary and sending trucks to the 1-35W ramps at <br />Co. Rd. E2 and 0 will result in traffic backups. <br /> <br />Besides the truck traffic issue, peak hour traffic is backed up at 8th Ave., Old Hwy 8, <br />and 10th St.; and all-way stop signs or traffic signals may be warranted. Gunderman <br />asked the cost of a traffic signal. Proper said a traffic signal costs about $100,000- <br />125,OOO/intersection. Gunderman asked if 18 wheelers could be treated differently. <br />LeFevere is unsure whether the City can regulate traffic on MSA streets, and if that <br />authority can distinguish between 18 wheelers, school buses, or other vehicles. <br /> <br />Council Business <br /> <br />Massage Salon and <br />Personal Service <br />License <br />Report 97-228 <br /> <br />No Truck Traffic on <br />8th Ave., Old Hwy 8 <br />to 10th S1.
