<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 14, 1997 <br /> <br />Page 5 <br /> <br />Council Business. continued <br /> <br />Roland Danielson, U.S. Bench, said they pride themselves in their maintenance <br />program, and supports the ordinance and private property agreement. Matalamaki asked <br />the insurance provided by U.S. Bench. Danielson said their insurance is very adequate <br />for benches placed on public ROWs. Benke asked how a bench location is determined. <br />Danielson said most locations are bus transit stops. <br /> <br />Alex Hartman, resident and business owner, said New Brighton businesses provide the <br />majority of bench advertising, and he has worked hard to acquire locations. He believes <br />one individual started the movement of this issue. Rebelein added that this proposal will <br />regulate signage on benches. Benke said the overall intent is to place benches at needed <br />locations, and its purpose is not merely to provide advertising. <br /> <br />Fulton said staff and U. S. Bench will perform an inventory to determine if any benches <br />are not incompliance, and feedback is needed to determine public preference for <br />locations. After research is performed, the permitting process will occur in January. <br />Samuelson feels comfortable with the ordinance and permitting process. Fulton feels the <br />big issue is for U.S. Bench to relocate benches which are deemed not incompliance. <br /> <br />Samuelson asked if a notice should be placed in newspapers announcing changes in <br />bench locations. Benke suggested bus drivers could provide survey/comment cards to <br />riders. Rebelein added that a notice could be placed at all current bench locations <br />requesting feedback. Matalamaki said the PPC will anticipate the survey results. <br /> <br />Motion by Gunderman, seconded by Rebelein, to WAIVE THE READING AND <br />ADOPT AN ORDINANCE AMENDING CITY CODE TO PROVIDE FOR THE <br />MANAGEMENT OF COURTESY BENCHES IN THE CITY OF NEW <br />BRIGHTON. <br /> <br />5 Ayes ~ 0 Nayes, Motion Carried. <br /> <br />Motion by Gunderman, seconded by Samuelson, to RESCIND ANY PREVIOUS <br />ACTION TAKEN; WAIVE THE READING AND ADOPT AN ORDINANCE <br />AMENDING CITY CODE TO PROVIDE FOR THE MANAGEMENT OF <br />COURTESY BENCHES IN THE CITY OF NEW BRIGHTON; REQUEST STAFF <br />TO ESTABLISH THE TRANSITION PLAN SO THAT BENCHES ARE IN <br />COMPLIANCE BY THE IMPLEMENTATION OF THE JANUARY 1, 1998 <br />ORDINANCE EFFECTIVE DATE; REQUEST THE CITY ATTORNEY TO <br />PREPARE A LETTER OF APPROVAL FOR PRIVATE PROPERTY OWNERS <br />TO ALLOW FOR THE PLACEMENT OF A BENCH ON OR ADJACENT TO <br />PRIVATE PROPERTY; PROVIDE FOR THE CITY TO AGREE ON THE <br />MEANS OF DETERMINING THE NEED FOR BENCH LOCATIONS; AND <br />DETERMINE WHETHER THOSE BENCHES LOCATED ON PRIVATE <br />PROPERTY ARE INCOMPLIANCE WITH THE SIGN ORDINANCE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Fulton presented an application for massage salon and personal service license for Troy <br />Hurtt, dba Therapeutic Massage and Body Works located at 888 W Co. Rd. D. <br />This will be the first stand alone therapeutic massage salon in New Brighton.
