If that is the <br />case, then the assessment rate should be for concrete curbing. However, the only way <br />to determine if that is the case, is to speak to former property owners. <br /> <br />Larson verified the assessment rates are; $671.1O/lot with existing concrete curbing; and <br />$1177 /lot with existing bituminous curbing. <br /> <br />Witzke feels this is a very simple issue and if there is existing concrete curbing, then the <br />property owner should be assessed in that manner. Larson reiterated that Council needs <br />to determine the history of whether it was an in-kind contribution so that this issue does <br />not resurface. Staff will contact the former property owner. <br /> <br />McCasheu asked if the 6.5 % interest rate will be reduced. Rebelein explained that <br />financial issues such as bonds are regularly addressed by staff, fiscal consultants, and <br />commission members for their accuracy and correctness. <br /> <br />There were no other comments from the audience. <br /> <br />Motion by Gunderman, seconded by Rebelein, to CLOSE THE PUBLIC HEARING. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Motion by Gunderman, seconded by Samuelson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION FOR THE SPECIAL ASSESSMENTS FOR <br />PROJECT 96-1, STREET RECONSTRUCTION; WITH THE EXCEPTION OF <br />LOTS 749 AND 750 22ND AVENUE NW WHICH STAFF IS REQUESTED TO <br />PERFORM FURTHER RESEARCH AND DISCUSSION WITH ORIGINAL <br />HOMEOWNERS TO DETERMINE PREVIOUS ASSESSMENTS RELATING TO <br />CURBING COSTS; WAIVE THE READING AND ADOPT THE RESOLUTION <br />ORDERING PAYMENT OF THE W ATERMAIN REPAIR AND IMPROVEMENT <br />COSTS ON PROJECT 96-1 FROM THE WATER UTILITY FUND; WAIVE THE <br />READING AND ADOPT THE RESOLUTION ORDERING PAYMENT OF THE <br />SANITARY SEWER REPAIR COSTS ON PROJECT 96-1 FROM THE <br />SANITARY SEWER UTILITY FUND; AND WAIVE THE READING AND <br />ADOPT THE RESOLUTION ORDERING PAYMENT OF THE CITY'S STORM <br />SEWER COSTS ON PROJECT 96-1 FROM THE STORM WATER UTILITY <br />FUND. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Proper presented street reconstruction Project 96-4, 8th Ave. NW (between Old Hwy 8 <br />and 10th St.). Eighth Ave. was a Ramsey County road that was turned back to the City <br />and added to the New Brighton MSA system. Funding would come from MSA funds, <br />Ramsey County turnback funds, and special assessments.
