I

I

I

Council Meeting Minutes
September 23, 1997

Page 6

Public Hearing. continued

The assessment rates are as follows: $12/front ft. for lots with existing curbing receiving
new concrete curbing; and $15/front ft. for lots with no existing curbing receiving new
concrete curbing. There is a total of 2,632.88 assessable front feet that results in a
proposed amount to be assessed of $37,852.20.

Rebelein asked if staff was contacted by any homeowners. Proper said staff received
some general questions.

Renee Hu, 860 - 8th Ave. NW, noted much concern regarding increased heavy truck
traffic on 8th Ave. She believes the road will need to be replaced much sooner because
of truck traffic, and asked if 18 wheel trucks are allowed. Proper explained that a "No
Truck Traffic" sign was removed one year ago because residents witnessed an increase
in truck traffic on adjacent streets because of the 8th Ave. ban. Proper confirmed that
the road is designed to handle 9 ton axle loads. Hu is very unhappy with the noise
generated by these trucks, and asked if these vehicles could travel 5th Ave. instead. She
requested the "No Truck Traffic" sign be reinstalled.

Fulton said there was much discussion one year ago on whether they should post 8th
Ave. "No Truck Traffic." He sympathizes with Hu, however, 8th Ave. is a collector
street. Hu said she was never informed of the decision to remove the sign. Proper said
the sign removal was discussed at length during the improvement hearing one year ago.
Proper noted that many years ago, the "No Truck Traffic" sign was installed because of
a neighborhood school which has closed sometime ago.

Gunderman asked what would happen if the "No Truck Traffic" designation was
reinstalled. Proper speculates the trucks would travel onto adjacent streets such as 9th
and 10th Aves. Hu feels all neighborhood streets should be designated "No Truck
Traffic. "

Rebelein asked if any consideration has been made in designating the smaller residential
streets as "No Truck Traffic"; and then diverting truck traffic to 5th Ave. Proper does
not believe this was discussed as an option.

Gunderman prefers residential streets not used as truck routes, and asked if a temporary
solution could be found.

Motion by Gunderman, seconded by Rebelein, to INSTALL TEMPORARY
METHODS TO F ACILIT A TE NO TRUCK TRAFFIC THROUGH THE
RESIDENTIAL AREA OF 8TH AVE. FROM 6TH ST. TO 10TH ST. NW.

4 Ayes - 0 Nayes, Motion Carried.

Gunderman explained that the intent of his motion would be to direct staff to recommend
appropriate guidelines for a six month period. Rebelein requested that staff present a
proposal to Council regarding the posting of identified residential streets and any
potential impacts of that decision. Fulton believes there may be alternate methods to
address this issue, and feels staff will need at least two weeks to perform their research.

Public Hearing

Assessments for
Project 96-1
Project 96-4
Project 97-14
Report 97-214
Resolution 97-067
Resolution 97-068
Resolution 97-069
Resolution 97-070
Resolution 97-071
Resolution 97-072
