<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />June 24, 1997 <br /> <br />Page 5 <br /> <br />Council Business. continued <br /> <br />Benke thanked the Finance staff for their work on the report. <br /> <br />Police Chief John Kelley presented the cooperative activities of the Minnesota Police <br />Recruitment System (MPRS). The lawsuit required defendant cities to undertake certain <br />recruitment efforts in hiring minority persons. MPRS determined it would be more <br />economical and efficient to do this on behalf of other defendants. Activities may include: <br />develop, update and maintain checklists of affirmative action activities; develop, collect <br />and retain reporting forms; develop recruiting materials; and collect statistics on selection <br />of minorities for entry level police positions. <br /> <br />Costs will be shared by cities participating based on the formula used for damages to <br />plaintiffs. The formula is determined by 20% shared amongst participating cities and <br />80% of an individual cities total population. Currently, 17 cities are participating at an <br />estimated total cost projected at $20-40,000. Kelley feels New Brighton's costs will <br />range from $1,167 to $2,000 for a high cost of $40,000. <br /> <br />Benke asked what would be the cost if New Brighton undertook this ourselves. Kelley <br />speculates the cost would be much higher if New Brighton did not participate. <br /> <br />Samuelson asked if there is downside to ajoint effort. City Attorney Charlie LeFevere <br />explained that larger cities have established Cadet programs which bring minorities into <br />their police force. Samuelson agreed that New Brighton could benefit from other cities <br />expertise. LeFevere said the MPRS intents to hire consultants experienced in the <br />recruitment of minority candidates. <br /> <br />Williams asked what is New Brighton's minority population. Kelley would speculate that <br />Asians would be the largest minority population in New Brighton followed by African <br />American and Native American. <br /> <br />Motion by Samuelson, seconded by Larson, to WAIVE THE READING AND ADOPT <br />THE RESOLUTION AUTHORIZING AND APPROVING P ARTICIP A TION IN <br />COOPERATIVE ACTIVITIES OF THE MINNESOTA POLICE RECRUITMENT <br />SYSTEM. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Fulton presented amendments to the 1997 pay plan for non-union personnel. One <br />amendment relates to reclassification of the Building Inspector to Building Official. The <br />effect relates to a $1,600 savings because it is applied to the remainder of 1997, the <br />incumbent began at a lower salary than budgeted, and single insurance benefits are used. <br /> <br />Assistant to the City Manager Barbara Jeanetta said the Golf Course Attendant position <br />has been changed to Golf Course/Driving Range Attendant.
