Director of Public Safety Bob Jacobson and a member of the <br />Allina Medical management team will each be making a presentation. And, Mr. Wendell <br />Mogren andlor his family to include his wife Carol may wish to be allowed to address the <br />Council following the awards presentation. <br /> <br />Legislative History: <br /> <br />None <br /> <br />Financial Impact: <br /> <br />None <br /> <br />Explanation: <br /> <br />On May 11,2006 shortly after 7:00 am, Mr. Wendell Mogren was in aisle 15 of the Cub Foods <br />Store at 2600 Rice Creek Rd, New Brighton, MN. While shopping, Mr. Mogren suffered a <br />sudden cardiac arrest and collapsed onto the floor, Mr. Patrick Darling, an employee of Cub <br />Foods who was recently trained in cardio pulmonary resuscitation (CPR), found Mr. Mogren. <br />Mr. Mogren did not have a pulse nor was he breathing. Mr. Darling, without hesitation calmly <br />followed his training and activated the 911 system and began administering CPR. <br /> <br />Within a very short period oftime, Deputy Director Dan Olson, Officer Matt DeBoer, Oflicer <br />Amy Zustiak, and Officer Matt Voeller arrived on scene. Mr. Mogren still did not have a pulse <br />nor was he breathing. CPR was continued and an automatic external defibrillator (AED) was <br />attached to Mr. Mogren. The AED shocked Mr. Mogren one time. With the shock and after <br />approximately three minutes of CPR, Mr. Mogren began to breathe on his own.
