.

.

.

Mr. Mogren, with continued care from hospital staff, continued to improve, and, was later
transferred to Mercy Hospital in Coon Rapids to continue his recovery. Within only a few days,
Mr. Mogren was able to return home to his wife Carol and resume his life.

On May 11,2006, the system worked perfectly. A trained citizen was available to begin CPR
almost immediately. The 911 system was utilized and dispatched emergency personnel who
were extremely close and responded quickly to the emergency call. The responding personnel
were well trained, experienced, and had the available tools to include an AED to provide
emergency first responder care. Advanced life support personnel arrived quickly providing
continued life saving support and care. And, the hospital staff continued the chain of life saving
care. The efforts of many resulted in the saving of a life, Mr. Wendell Mogren.

Congratulations to Mr. Patrick Darling, Deputy Director Dan Olson, Officer Matt DeBoer,
Officer Amy Zustiak, Officer Matt Voeller, and Allina Medical personnel including Ms, Sara
Wahto and Joe Johnson for receiving the New Brighton Life Saving Award and our gratitude.

I c\ r, 1
R:L~(t~ j

Director of Public Safety

1:\COuNCILlrepOR TS\2006\public S.fetyIMogrenLifeS.vingAw.rds,doc
