<br />I <br /> <br />I <br /> <br />.. <br /> <br />I <br /> <br />Council Meeting Minutes <br />June 10, 1997 <br /> <br />Page 3 <br /> <br />Council Business. continued <br /> <br />Motion by Gunderman, seconded by Samuelson, to GRANT SPECIAL PERMISSION <br />TO CONSTRUCT A GARAGE ADDITION 15 FT. FROM THE STREET SIDE <br />YARD PROPERTY LINE OR THE PIKE LAKE DRIVE RIGHT-OF-WAY LINE, <br />ON PROPERTY LOCATED AT 1024 mGHVIEW DRIVE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />City Manager Matthew Fulton presented amendments to the four-sheet hockey facility <br />master agreement. Anoka County Redevelopment Authority requested the following: <br />the County will not have obligation to provide bond financing; the County will not incur <br />liability for damages resultant from financing; concession revenue will offset concession <br />modifications; no party will lease space that jeopardizes the tax exempt bonds; and <br />capital replacement reserves shall be $250,000. All parties support the amendments. <br /> <br />Williams questioned that if Anoka County intends to follow thru with financing, why are <br />the amendments requested. Fulton believes the Anoka County Attorney had issue with <br />exposure if they did not provide financing, however, there is no question the County <br />intends to issue the debt. Williams asked how would the project be affected if Anoka <br />County did not go forward. Fulton said alternative financing would need to be located. <br />Williams questioned whether alternative financing could jeopardize or delay the project. <br /> <br />Samuelson asked how Anoka County could not incur liability if they issue the debt. <br />Fulton said MASC and Anoka County discussed financing through the State. It is his <br />understanding that Anoka County requested the amendment for protection in the case <br />that financing was sought elsewhere. The City Attorney reviewed the amendments. <br /> <br />Motion by Larson, seconded by Benke, to APPROVE THE PROPOSED <br />AMENDMENTS TO THE MASTER AGREEMENT FOR THE FOUR SHEET <br />HOCKEY FACILITY BEING CONSTRUCTED AT THE NATIONAL SPORTS <br />CENTER AND AUTHORIZING THE CITY MANGER AND MAYOR TO <br />EXECUTE THE APPROPRIATE DOCUMENTS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Announcements and Updates <br /> <br />The Jazz Festival at Long Lake Park this summer has been canceled by its organizers. <br /> <br />Adjournment <br /> <br />Motion b~ JJtlnderman, seconded by Samuelson, to ADJOURN THE MEETING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Meeting was adjourned at 7:45 p.m. <br /> <br />~ <br /> <br />ATTEST: ~ <br />Margaret A.
